Early Learning -- Finance
Invest an additional $80 million to expand "Early Start" pre-kindergarten program for at-risk students.
Finance -- Lotteries
Sell the state lottery for $14 billion to generate $8 billion for a public education endowment that could provide $800 million a year for public education.
Health
Direct the Texas Education Agency to work with every school to perform a youth fitness evaluation, which would include evaluating every student's fitness level and correlating student fitness levels with absenteeism, discipline programs and academic success.
Teaching Quality
Improve teacher performance by providing greater professional development, focusing on best practices and removing under-performing teachers from the classrooms.
Mentoring/Tutoring
Continue investment in the Amachi Program administered by Big Brothers Big Sisters, which mentors children of prisoners.
Finance (Postsecondary)
Invest $1.7 billion in new money for higher education.
Financial Aid
Expand financial aid by $360 million and consolidate financial aid programs into one.
Economic/Workforce Development
Fully fund the Irma Rangel Pharmacy School and the El Paso Medical School.
Accountability (Postsecondary)
Create the "B on Time" program which would require that students who are receiving financial aid enroll in the program, which requires students to take a certain number of hours per semester, maintain a 3.0 grade point average and graduate on time.
Technology
Invest $40 million in a Texas Technology Grant program to increase the number of graduates in electrical engineering, engineering technology and computer science.
Economic/Workforce Development
Invest $50 million in a nursing initiative to provide incentives for recruiting more students and faculty and to allow aspiring nurses to become licensed through a pilot program at hospitals.
Postsecondary
Tie $300 million to schools meeting performance targets, including a funding increase for degrees awarded in critical fields, graduation rates and success with at-risk students.

Make higher education budgets more transparent by breaking out spending into more detailed line-items. |  |
