Governor M. Jodi Rell's State Budget Address
Pre-kindergarten
Invest $40 million over the biennium and an additional $4million to create 4,000 open slots for high quality preschool for all 3- and 4-year-olds.

Early Learning -- Ensuring Quality
Require additional academic credentials in 2010 and 2015 for teachers who work in the early childhood field.

Kindergarten
Require full-day kindergarten in areas where large percentages of students do not reach proficiency levels.

Finance -- Funding Formulas
Life the cap on Education Cost Sharing grants and raise the foundation level of the Education Cost Sharing Forumula from $5,891 to $9,687 over five years.

Finance
Ensure that each city and town receives an increase in education funding levels and enact 50-50 cost sharing between the state and its municipalities.

At-risk
Require early intervention programs for students who show the very first signs of academic need by providing summer school.

High School -- Curriculum
Require more math and science course for high school students.

High School -- Exit Exams
Enact a high school graduation exam.

NCLB -- Consequences for Schools
For schools that continue to fail, the Department of Education may replace personnel, school administrators or reconsitute schools.

NCLB -- Finance
Require districts that fail to make adequate progress to designate more money for intervention.

Teaching Quality -- Compensation
Fully fund teacher and state work pensions.

Financial Aid
Invest $25 million in additional student financial aid for both public and private colleges, which would result in an additional 14,000 students receiving scholarships and aid.
