District Finance
- - Clarify the powers of financial managers, both municipalities and schools.

Economic Development, Postsecondary
- - Focus on connecting workforce development efforts with community colleges and economic development organizations to develop clear paths for people in need to get the skills they need.

P-20
- - View our educational system from pre-natal to lifelong learning, or "B-20".

School District Operations
- - Encourage local jurisdictions, both municipal and school, to move to service consolidation.

School District Intervention
- - Allow for earlier intervention in a school district.

PROPOSALS

Teacher Pay
-- Public school employees should agree to a one-year freeze on pay increases to save school districts $400 million.
-- Employees in the State System of Higher Education should consider sacrifice.

School Finance
-- Any new property tax increase beyond inflation should be put on the ballot.
-- When it comes to higher education we should do the same thing that we do in basic education: the dollars should follow the student.

Local Control
-- Give school boards some breathing room. Curb mandates that tie the hands of local school boards.

School Choice
-- We need to develop a system of portable education funding; something a student can take with him or her to the school that best fits their needs.

South DakotaGovernor Dennis Daugaard's State of the State Address

PROPOSALS

Postsecondary Readiness and Completion
-- Ensure that every student who wants to go to college is fully prepared to enter and graduate.

Technical Education
-- Expand technical education opportunities, through partnerships with our tech schools and private businesses, so that high school students can have exposure to skilled, technical fields.
-- Sponsor a bill to increase the bonding capacity of our postsecondary tech schools, to allow them to continue to expand their campuses and add new programs in technical fields.

STEM
-- Work toward new approaches to strengthen education in the fields of science, technology, engineering, and mathematics.

Finance, Local Control
-- Allow local school boards and school administrators to run their own districts.
-- Sponsor bills to repeal the 100 student minimum for state aid to school districts and to remove the cap on school district reserve fund balances.

Encourage Careers in Health Care
-- Partner with health systems, professional organizations, educational institutions, and local governments to increase efforts to encourage students to consider careers in health care.
-- Encourage local school districts to give high school credit toward graduation for training in fields like EMT, dietetics, or nursing assistants.
-- Continue to promote the privately-funded DakotaCorps scholarship, which rewards young people who commit to staying in the state and entering health care and other high-need fields.
