State Funding -- Don't reduce state-funded teacher units. -- Don't cut classroom sizes. -- Don't cut the length of the school year or contract days for teachers or support personnel. -- Devote $5 million dollars in the education budget specifically for classroom teaching supplies. -- Protect: Alabama Reading Initiative; Alabama Math, Science and Technology Initiative; and ACCESS Distance Learning. Advanced Placement -- Expand our programs that prepare students for college by increasing the number of AP teachers in our high schools. Economic/Workforce Development -- Strengthen our work force training programs in our two-year college system. Local Decisionmaking -- Give flexibility to local school boards to prioritize and make decisions that affect the schools in their districts. -- Remove restrictive language from legislation that dictates decisions made by these schools board and give them additional funding and flexibility so they can put the money to highest and best use. Postsecondary Finance -- Increase state funding for higher education and give our presidents more flexibility in their budgets. Special Education -- Provide significant increases in state funding for disabled and special needs children and adults. ACCOMPLISHMENTS -- N/A: Newly Elected Governor http://www.governor.alabama.gov/downloads/SOTS-2011.pdf New Jersey Governor Chris Christie's State of the State Address PROPOSALS Accountability -- Reform poor-performing schools or close them. Economic Growth, Postsecondary -- Acknowledge that our system of colleges and universities is essential to our economic growth. Finance -- Continue to examine the amount and structure of municipal and school aid programs. -- Cut out-of-classroom costs and focus efforts on teachers and children. Leadership -- Empower principals. School Choice -- Expand the charter school program beyond the 6 approved this year and the 73 currently operating; this is a top priority. -- Attract the best charter school operators to the state. -- Increase authorizing capacity so charter school operators may start schools here. -- Implement the interdistrict school choice law passed last year. -- Pass the Opportunity Scholarship Act (gives businesses tax credits for funding scholarships for low-income students to attend private schools) to help children in failing schools. Teacher Compensation--Pension and Benefits -- Reform pension and health benefit systems for teachers; the state must begin to make its pension contributions. -- Raise (modestly) the retirement age. -- Curb the effect of COLAs -- Ensure a modest but acceptable contribution from employees toward their own retirement system. Teacher Evaluation -- Improve the measurement and evaluation of teachers; there is a task force of teachers, principals and administrators working on that now. Teacher Non-Renewal, Tenure -- Demand that when teacher layoffs occur, they be based on a merit system and not merely on seniority. -- Empower schools to remove underperforming teachers. -- Eliminate teacher tenure. Teacher Pay-for-Performance -- Reward the best teacher based on merit at the individual teacher level. ACCOMPLISHMENTS School Choice -- Created a permanent interdistrict public school choice program. -- Approved 6 new charter schools, with many more to come soon. http://www.state.nj.us/governor/news/news/552010/20110111d.html Oklahoma Governor Mary Fallin's State of the State Address PROPOSALS Electronic Textbooks -- Move toward electronic textbooks where appropriate. Finance -- Restructure state spending and educational programs in order to get more money into the classroom. That will require cutting down on overhead and educational bureaucracy by sharing administrative resources. Health -- Support the Certified Healthy Schools program and other state healthy living initiatives. Pension Reform -- Reform the pension system. Public-private Partnerships -- Work with the state superintendent to find available funds for a new public-private partnership where private money matches state dollars to fund innovative learning programs that are shown to increase student performance and close the achievement gap. Social Promotion -- Work with state superintendent to eliminate social promotion. Student Remediation -- Reduce remediation rates and develop better and more accurate systems to track student progress to know what is working and what is not. Teacher Dismissal -- Eliminate "trial de novo" a system that makes it nearly impossible to dismiss even the most underperforming teachers. http://www.ok.gov/triton/modules/newsroom/newsroom_article.php?id=223&article_id=541 Rhode Island Governor Lincoln Chafee's 2011 Executive Budget Address PROPOSALS School Finance -- Provide additional funds necessary to support the school funding formula. Postsecondary Funding -- Provide an additional $10 million for our higher education system. Pensions -- Ask that all state employees contribute their 3% July raise toward the state pension program. Ask teachers to match the new state employee rate of 11.75%. ACCOMPLISHMENTS N/A - Newly-elected Governor http://www.governor.ri.gov/budgetaddress/2 Virginia Governor Robert McDonnell's 2011 State of the Commonwealth Address PROPOSALS Postsecondary Access and Affordability, STEM, Economic Development -- Implement major reforms and more accountability in higher education to make college more affordable and accessible for our students -- Create a pathway towards the issuance of 100,000 more degrees in the Commonwealth over the next 15 years, with a focus on science, technology, engineering, math and healthcare, which lead to the good jobs of the future -- Make college more affordable and accessible and create a better educated workforce and more jobs by making a $50 million investment in higher education, much less than needed to fund our base adequacy model, but a start in getting there ("Top Jobs for the 21st Century" Virginia Higher Education Opportunity Act"). The new dollars will be targeted to undergraduate financial aid and funding incentives for efficiency and economic development, technology, increased four-year graduation rates, year round use of facilities and degree attainment. State Retirement System -- Begin to have all state employees begin paying for their share of their retirement plans. Currently Virginia is one of only four states in which the employer picks up the entire cost. The 5% retirement contribution that we will ask all employees to pay be offset by a 3% raise for our state employees, the first in years. Thus, with a net 2% contribution from Virginia employees, and an additional 2% from the state that I included in the amended budget, we will provide $311 million a year, or $4.2 billion over 10 years, in new funding for the system. (According to the recent JLARC report, the Virginia Retirement System currently faces an unfunded liability of $17.6 billion. The system is funded at only 75% of its future liabilities, and that is projected by VRS to decline to 61% by 2014, and only 57% for the teacher retirement system.)
