"Butch" Otter's State of the State Address PROPOSALS Technology, Pay-for-Performance -- Fully fund Students Come First, including its technology and pay-for-performance elements. K-12 Finance -- Apply targeted and responsible General Fund increase to help public schools' resources go further and make the K-12 education system more effective and customer-driven. -- Set aside a total of $60 million in the Public Education Stabilization Fund, the Budget Stabilization Fund, and the new Higher Education Stabilization Fund. Postsecondary Finance -- Fully fund the cost of enrollment growth going forward at universities, colleges and community colleges. -- Invest in the College of Western Idaho, one of the fastest-growing community colleges. Postsecondary Facilities -- Fully fund the cost of moving into and operating new facilities on schools' campuses.
