ConnecticutGovernor Dannel P. Malloy's State of the State Address
PROPOSALS

P-3 - Access, Quality
-- Enhance families' access to early childhood education by creating new seats for 500 children who can't afford preschool. And work to get to universal pre-K access.
-- Investing in a new early childhood education rating system to improve quality. 

Accountability - School Improvement
-- Strengthen and expand high-quality school models – whether they are traditional schools, magnet schools, charter schools, or other successful models – and hold them accountable for their results and inclusiveness.

Accountability - Interventions
-- Transform schools with the worst legacies of low achievement.  The state will serve as a temporary trustee of schools that lack the capacity to improve themselves.  These schools will become part of a Commissioner's Network and they will receive our most intensive interventions and supports.

Finance
-- Spend 128 million dollars to increase funding for education, much of it targeted to the lowest performing districts.
-- Add 50 million to the Education Cost Sharing formula, with the vast majority of that money targeted to the districts serving students with the greatest need. 

State Policymaking
-- Remove red tape and barriers to success.  The state can streamline its systems – in teacher certification, data collection, and elsewhere – and free districts to innovate and perform.

Teaching Quality
-- Create new career opportunities with a new master teacher certificate so that teachers do not have to leave the classroom to advance in their profession. 

Teaching Quality - Teacher Preparation
-- Overhaul teacher preparation programs so that the brightest young people go into teaching and graduate with the skills to succeed. 

Teaching Quality - Tenure
-- Reform tenure policies. Tenure will have to be earned and re-earned – earned by meeting certain objective performance standards, including student performance, school performance, and parent and peer reviews. If teachers want to keep that tenure, they will have to continue to prove their effectiveness in the classroom as their career progresses.

Teaching Quality - Pay-for-Performance
-- Allow local school districts, if they choose, to provide career advancement opportunities and financial incentives as a way of rewarding teachers who consistently receive high performance ratings.

Teaching Quality - Professional Development
-- Invest in better on-the-job training, such as one-on-one coaching in the classroom.
-- Provide professional development (responsibility of district) to a teacher that begins to struggle at any point after they've earned tenure

KansasGovernor Sam Brownback's State of the State Address

PROPOSALS

Finance
-- Add $45 million dollars in state funding for poorest school districts.
-- Give local school boards more flexibility to spend money.
-- Reform the school finance formula now and sunset that formula after four years. (A lawsuit is scheduled for trial this summer.)

ACCOMPLISHMENTS

Economic Development
-- Enacted Rural Opportunity Zone program, which provides tax credit and student loan repayment incentives for rural Kansans.

New HampshireGovernor John Lynch's State of the State Address

PROPOSALS

Finance - Funding Formula
-- Pass a bipartisan constitutional amendment that would eliminate the requirement that the state spend the same base amount for every student in every town and allow us to target state education aid.

School Structure - Facilities
-- Put in place a reformed building aid program that will establish a building aid budget, prioritize projects, and increase the match available to school districts with the greatest needs.

Postsecondary - Finance
-- Make it a priority to restore funding for higher education.

ACCOMPLISHMENTS

P-3 - Kindergarten
-- Made kindergarten available to every student in every community in New Hampshire.

At-Risk - Alternative Education
-- Invested in alternative education programs

Attendance - Compulsory
--Increased the compulsory attendance age from 16 to 18.

Economic/Workforce Development
-- Launched New Hampshire Working. This program has already helped avert the layoffs of more than 1,200 workers. It has helped companies hire hundreds of people by allowing up to six weeks of on-the-job training for people collecting unemployment. And this fall, we launched its final component, which is helping unemployed workers assess and upgrade their job skills.

Finance
-- Increased funding for our public schools

Community Colleges
-- Partnering with a billion-dollar company to create an advanced composites training program at the Great Bay Community College in order to ensure Albany, NH has the workforce it needs.

Postsecondary - Facilities
-- Invested in modernizing the facilities at our colleges and universities

PennsylvaniaGovernor Tom Corbett's State of the State Address

PROPOSALS

State Policymaking
-- Give more flexibility at the level where money will be spent: the county and school district.

Postsecondary
-- Create a panel on postsecondary education to study our system and to make recommendations on how our universities can best
serve the students and citizens.

Postsecondary/Community College - Finance; Financial Aid
-- Maintain funding for career and technical education.
-- Invest in the Targeted Industry Certificate program that increases grants for college and trade school students who are training for high-demand occupations.

ACCOMPLISHMENTS

Finance - Funding Formula
-- Invested $5.3 billion to the Basic Education funding formula last year, the largest amount the state's taxpayers have ever put into the formula.
