Requires state board criteria for modifying district boundary lines for Florida College System institutions to include criteria for service delivery areas of Florida College System institutions authorized to grant baccalaureate degrees.
Directs the state board, by July 1, 2013, to identify performance metrics for the Florida College System and develop a plan that specifies goals and objectives for each system institution. Requires the plan to include performance metrics and standards, both for the system and for each institution depending on institutional core mission, and student enrollment and performance data delineated by method of instruction, including traditional, online, and distance learning. Permits the commissioner of education or designee to review or investigate any Florida College System institution's practices, procedures, or actions that appear to be inconsistent with sound financial, management, or academic practice.
Provides additional requirements for the board of governors' strategic plan specifying goals and objectives for the state university system and each university and its accountability plan. Permits the board of governors to consider waiving its regulations and waive or modify the tuition differential use requirements. Permits the board of governors to request authority from the legislature to waive or modify specific statutory requirements in order to reduce barriers and support the attainment of goals identified in institutional plans, as necessary for advancing system priorities and unique institutional priorities. Requires such flexibilities authorized or requested by the board of governors to be included in its accountability plan. Requires the board of governors to implement a plan for working on a regular basis with the higher education coordinating council and the articulation coordinating committee. Authorizes the board of governors to revoke or modify the scope of any power or duty it has delegated.
Amends reporting requirement for the higher education coordinating council. Directs the commission for independent education to collect, and all institutions licensed by the commission to report, student-level data for each student who receives state funds. At a minimum, requires data to be reported annually and include retention rates, transfer rates, completion rates, graduation rates, employment and placement rates, and earnings of graduates.

Transparency and Efficiency
Requires each public institution of higher learning to maintain a transaction register that includes a complete record of all funds expended, from whatever source for whatever purpose. Provides that the register must be prominently posted on the institution's Internet website and made available for public viewing and downloading. Grants the State Board for Technical and Comprehensive Education the authority to employ and administer certain administrative efficiency provisions.
Comprehensive Human Resources System
Directs the State Budget and Control Board's State Office of Human Resources to participate with five representatives selected by the respective presidents of the public institutions of higher learning and technical colleges to represent all of the public institutions of higher learning and technical colleges to study, develop, and recommend a separate, comprehensive human resources system for the public institutions of higher learning and technical colleges. Provides that the recommendation must include, but not be limited to, prescription of a methodology to establish a uniform compensation and classification plan among the public institutions of higher learning and technical colleges.
Facility and Procurement
Defines "permanent improvement project" for institutions of higher learning and revises the procurement statutory provisions.
Public Vote for Tuition Change

Repeals the requirement that the commission report biennially to the governor and general assembly on progress toward benchmarks identified in the strategic plan. Instead requires that the commission submit a preliminary report by January 2012 on the development of the strategic master plan, and submit a master plan by October 2012. Replaces biennial reporting requirements to governor and relevant legislative committees with annual reporting requirements. Specifies that the commission may periodically suggest changes to the goals as necessary. Rescinds language terminating the commission in January 2021.

Permits the commission to revoke an institution's authority to confer degrees when the institution's governing body, chief executive officer, or both, have done any one or more of the following: (1) Failed to maintain the minimum standards for conferring degrees; (2) Refused or willfully failed to provide information to the commission or council pursuant to this subsection in a manner and within a reasonable time frame as established by the commission or council, as appropriate; or (3) Willfully provided false, misleading or incomplete information to the commission or council. Requires the commission to compile the information collected and report on the information to the Legislature annually beginning December 1, 2012. (5) Coordination with the department of elementary and secondary education and the Rhode Island board of regents for elementary and secondary education in system wide K-16 8 issues. (6) Approval of academic programs and prevention of unnecessary program duplication in the public higher education system. (7) Coordinate curricular credit transfer and other inter-institutional agreements. Sets membership. Effective January 1, 2010, this Board is required to employ a commissioner for higher education who shall serve as an ex-officio member of the board of trustees and secretary of the body. The board of trustees may further employ two (2) clerical employees to assist the commissioner in carrying out his or her charge.
Provides that colleges and universities would become more autonomous in regard to their day-to-day operations, collective bargaining and tuition rate determination.

Requires the review of general education objectives of the academic programs to be scheduled annually, but allows this review to focus each year on areas specified by the Illinois Board of Higher Education and ICCB. Adds provision that the ICCB may request the college to include special reviews of programs identified as a result of state-level analyses, legislative resolutions, or Illinois Board of Higher Education policy studies. Adds provision requiring each college to annually submit to the ICCB a summary report of its previous year's program review results and a copy of its current five-year schedule of program
reviews.
Eliminates requirement that community college students undergo an examination on American patriotism, principles of representative government, proper use and
display of the American flag, and the Australian ballot voting system.

Provides that the chancellor must serve as an ex officio, non-voting member on all search committees or bodies serving in that capacity during the search process. Provides that the commission reserves the right to conduct independent interviews of one or more finalists, as long as sufficient prior notice is given to the governing board.
Reduces maximum length of initial offer of employment as president from three to two years. Provides that evaluation of the president must occur every third year of his/her employment (previously was every fourth year), and that the committee performing such evaluation must include faculty and staff, as well as students. Also requires the governing baord to conduct a written evaluation of the president at the end of the initial contract period.
Provides the commission may not approve any request for an increase in compensation of a president prior to receiving an evaluation of that president for the year immediately preceding the requested increase.
