TXAdopted 09/2011P-12Amends the Educational Aide Exemption Program to provide higher education coordinating board staff flexibility in awarding funds through the program if funding is limited. House Bill 3708, passed by the 82nd Texas Legislature, Regular Session, repealed language that authorized the use of transfers of Foundation Program funds by the Texas Education Agency to the Coordinating Board for reimbursing institutions for exemptions made through the program. This left gifts and donations as the only sources of funds for the program. It is anticipated that such funding will be limited, and therefore new wording in s.21.1084 creates a competitive, first come/first served approach for awarding those funds that become available. Effective June 30, 2013, repeals statutory provisions on (1) teacher certification, qualifications and issuance of certificates; (2) subject endorsement on teacher certificates; (3) grades of certificates; (4) early childhood certificates; (5) required instruction for all teachers; (6) elementary, special and high school certificates; (7) alternative certification and alternative routes to teacher certification; (8) administrative certification and alternative routes to administrator certification; (9) teacher leader endorsements; (10) principal preparation programs; (11) substitute certificates and substitute teaching; (12) provisional certificates; (13) recognition of certification of teachers from out of state; (14) additional certificates for experienced employed teachers; (15) resident teacher certificates; (16) 105 ILCS 5/21-12 related to printing, seal, signature, credentials for teacher certificates; (17) annual registration fees for certificates; (18) school service personnel certificates; (19) the Illinois Teaching Excellence Program (however, this program is reauthorized in the new Article 21B).

Effective September 2013, repeals statutory provisions related to the Illinois Teacher Corps.

--Renames the State Teacher Certification Board as the State Educator Preparation and Licensure Board
--Changes the name of the certificate to the Illinois Professional Educator License. Qualified educators will be issued a professional educator license endorsed in each area and grade level for which they are eligible to seek employment in teaching, administration or school service. Each license will be valid for 5 years.
--Streamlines the 66 types of available certificates to 3 types of licenses: the Illinois Professional Educator License, the Professional Educator License with Stipulations and the Substitute Teaching License.. Each will be endorsed in specific content and grade areas. This change will make it easy for each license holder to track his/her qualifications as all endorsements will be on a single license rather than multiple certificates.
--All certificates renewing after July 2012 will be exchanged for Illinois licenses. Hard copy licenses will not be issued but the new credentials can be accessed and printed from the Educator Certification System online.
--The three license system (Initial, Standard, Master certificates) will be eliminated.
--Individuals holding National Board for Professional Teaching Standards (NBPTS) certification will get a National Board for Professional Teaching Standards designation on an existing Professional Educator License. Certification from the National Board for Professional Teaching Standards does not automatically allow an individual to teach in the area for which he/she received NBPTS certification unless the individual also has the appropriate Illinois endorsement. The designation is issued for the same validity period (10 years) as the NBPTS certification. If an individual does not renew his/her NBPTS certification, the designation will be removed from the Professional Educator License.
--New fee structure effective January 2012 for applications for license (for in-state and out-of-state educators), additional endorsements/approvals, and registration per year.
--Effective September 2014, the general administrative endorsement will not be issued. Until July 2015, an individual may convert to a principal endorsement if he/she served at least 1 full year during the last 5 years in a position requiring a general administrative endorsement.
--Substitute teacher licenses are valid for 5 years and may be renewed if the individual has passed a test of basic skills. However, if an individual has had his/her Professional Educator License or Educator License with Stipulations suspended or revoked or has not met the renewal requirements for licensure, the individual is not eligible to obtain a Substitute Teaching License.

ILSigned into law 08/2011P-12Provides that of the 4 days annually that a regional superintendent may arrange for or conduct district, regional or county institutes, 2 days may be used as a teacher's and educational support personnel workshop (instead of just a teacher's workshop). Permits an exemption for educational support personnel from workshop attendance if the workshop is not relevant to the work they do. Provides that the days in any school year spent by educational support personnel during the term time spent in attendance upon a teachers' institute must be considered time expended in the service of the school district and no deduction of wages may be made for such attendance. Provides that the purpose of the work group is to analyze the qualifications of teachers and paraprofessionals who work with children with autism spectrum disorders and to make recommendations that will assist the department in ensuring that the teachers and paraprofessionals are appropriately and adequately prepared. 15) Prohibits an autism mentor or aide who works with autistic students from transferring to another position after the fifth day prior to the beginning of the instructional term under certain conditions.

WVRule Adoption 05/2003P-12The applicant for permanent paraprofessional licensure must submit evidence of satisfying 36 semester hours of post-secondary education or its equivalent in the following:
a. Basic Skills: - The applicant must have completed at least nine semester hours of college/university credit or its equivalent in reading, writing and mathematical computations. Three semester hours of course work can be credited by passing each of the Pre-Professional Skills Tests (PPST) in reading, writing and mathematics or meeting one of the exceptions identified in §126-136-14.1.3. e.D; AND
b. General Studies. - The applicant must have completed at least six semester hours of college/university credit or its equivalent from the humanities, fine arts, and/or physical, biological or social sciences; AND
c. Computer Literacy. - The applicant must have completed at least three semester hours of college/university credit or its equivalent in computer literacy; AND
d. Special Education. - The applicant must have completed at least three semester hours of college/university credit or its equivalent in special education. Documentation of a minimum of two years of successful experience which included special needs children and a minimum of ten (10) clock hours of in-service training directly related to special education may be substituted for the college/university credit; AND
e. Classroom Management. - The applicant must have completed at least three semester hours of college/university credit or its equivalent in classroom management. Documentation of a minimum of two years of experience in the successful use of classroom management skills may be substituted for the college/university credit; AND
f. Human Growth and Development. - The applicant must have completed at least three semester hours of college/university credit or its equivalent in human growth and development or psychology; AND
g. Electives. - The applicant must have completed nine semester hours of electives related to public instruction; OR
h. Expired Provisional Professional or Professional Teaching Certificate. -Hold an expired Provisional Professional or Professional Teaching Certificate or its equivalent.
25.1.4. Equivalent Training. - Equivalent training may be obtained from in-service programs or adult technical education programs delivered through county school systems or regional education service agencies (RESAs) provided the equivalent training for the Paraprofessional License reflects the distribution of requirements specified in §126-136-25.1.3. MNSigned into law 05/2003P-12Requires the board of teaching to adopt rules to implement a statewide credential for education paraprofessionals who assist a licensed teacher in providing student instruction. Any paraprofessional holding this credential or working in a local school district after meeting a state-approved local assessment is considered to be highly qualified under federal law. Under this subdivision, the board of teaching, in consultation with the commissioner, must adopt qualitative criteria for approving local assessments that include an evaluation of a paraprofessional's knowledge of reading, writing, and math and the paraprofessional's ability to assist in the instruction of reading, writing, and math. Requires the commissioner to approve or disapprove local assessments using these criteria. Requires the commissioner to make the criteria available to the public. In adopting these rules, the board must consider including provisions that provide training in: students' characteristics; teaching and learning environment; academic instruction skills; student behavior; and ethical practices. Within the first 60 days of supervising or working with students, a district must provide each paraprofessional with initial training in emergency procedures, confidentiality, vulnerability, reporting obligations, discipline policies, roles and responsibilities and a building orientation.

PAAdopted 02/2003P-12The standards proposed by the department and approved by the state board affirm the use of flexibility in the current certification system and approve additional certification avenues designed to provide new routes for becoming certified. More specifically, the standards support the continued use of the intern certificate to provide flexible and accelerated pedagogical training and the structuring of the student teaching semester to include assessments of pedagogical skills in lieu of a written test. In regard to additional certification avenues, the standards provide that: 1) individuals holding Pennsylvania instructional certificates are eligible to add additional subject areas to existing certificates by means of satisfactory performance on an appropriate subject-matter test or tests; 2) individuals certified in other states who have 3 years of teaching experience in another state during the 7 years immediately prior to application are eligible to obtain Pennsylvania certification without meeting further academic and testing requirements; and 3) those individuals completing a Board approved National teacher-training program are eligible to obtain Pennsylvania certification without meeting further academic and testing requirements. The standards also establish that the Department will develop a process for reviewing local assessments designed to determine whether Title I funded instructional paraprofessionals demonstrate the rigorous standard of quality required by NCLB.
