Section 1: Directs the state board, by December 31, 2010, to review mandates provided for in administrative rule, to determine whether some could be waived to remove funding pressures on public schools temporarily.

Sections 2-4: Eliminates the requirement to administer criterion-referenced tests to students in grade 2. Directs the state board, before the October 2010 Education Interim Committee meeting, to present its plan for a pilot program for the 2010-11 and 2011-12 school years to (1) replace the 10th-grade basic skills competency test with computer adaptive testing of basic skills, and (2) administer the ACT exam to high school students. Directs the state board to implement such a pilot program during the 2010-11 and 2011-12 school years. Exempts districts and charter schools from administering the 10th-grade basic skills competency test during the the 2010-11 and 2011-12 school years. Directs the state board to re-direct the money saved by not administering the 10th-grade basic skills competency test to fund implementation of the pilot program during the 2010-11 and 2011-12 fiscal years. Exempts a student from the 10th-grade basic skills competency test requirement if the student was in 10th grade in the 2008-09 or 2009-10 school years and did not pass the competency test (10th-grade basic skills competency test functions as exit exam unless certain waivers apply).

Section 5: Exempts local boards from the requirement to develop and administer activity disclosure statements for high school-level extracurricular activities (as called for in Section 53A-3-420) until the 2012-13 school year.

Section 6: Exempts the state board, until the 2012-13 school year, from the requirements called for in Section 53A-3-602.5 to annually (1) develop a school performance report for schools, districts and charter schools, and (2) collect and electronically report specified performance data for schools, districts and charter schools.

Section 7: Exempts a school district from certain requirements related to the disposal of textbooks until the 2012-13 school year.

Section 8: Until the 2012-13 school year, releases districts from the requirement in Section 53A-13-107 that an annual presentation on adoption be given to students in grades 7-12.

Section 9: Until the 2012-13 school year, releases districts from the requirement in Section 53A-14-107 regarding alignment of primary instructional materials aligned with the core curriculum adopted under Section 53A-1-402.

UTAdopted 09/2008P-12Amends rule addressing the operating procedures of the Instructional Materials Commission. Defines "curriculum alignment" as the assurance that the material taught in a course or grade level matches the standards, objectives and assessments set by the state or school district for specific courses or grade levels. Defines
"curriculum map" as a visual representation, a tool, for assisting developers to conceptualize shared visions and values which will drive the curriculum as a whole.

Amends R277-469-8, "Agreements and Procedures for School Districts." Requires detailed Core curriculum alignment before purchase of primary instructional materials by public schools and school districts purchased after July 1, 2008. Eliminates reference to instructional materials not recommended by the commission.

WASigned into law 03/2008P-12Requires the office of the superintentdent of public instruction (OSPI) and the state board to work together to issue a request for proposals to adapt the existing mathematics curriculum to align it with the state's math standards and to make the curriculum available online at no cost to the district. Online curriculum must cover course content in grades K-12 and the state's college readiness standards. OSPI must present to the legislature by November 2008.

DEAdopted 08/2006P-12Establishes rules regarding the development of a recommended statewide uniform curricula for all public schools in the state.
The purpose of this regulation is to provide a process through which all Delaware school districts demonstrate the alignment of their local curricula with the State Content Standards in the content areas specified in the 14 DE Admin. Code 501.

HIBecame law without governor's signature 07/2006P-12Requires standards-based curricula to meet specific K-12 alignment criteria. Authorizes schools to develop an articulated and aligned K-12 standards-based curriculum in one or more of the areas of language arts, math, science and social studies. Requires schools to provide professional development and requires schools that develop a standards-based curriculum to use standards-based formative assessment tools to monitor student progress, on at least a quarterly basis throughout the school year. Requires schools to develop rigorous classroom-based performance assessments. Authorizes schools to implement software programs to help align course material with state content and performance and federal educational standards.

Directs the department to submit annual progress reports to the legislature no later than 20 days prior to the convening of the 2007, 2008 and 2009 regular sessions. Requires these progress reports to include information on the process of aligning course materials for all grades with Hawaii content and performance standards and federal educational standards, and on any vendor selected to provide its software program or programs to assist in course material alignment.

Also requires the department to submit a second annual report to the legislature including:
(1) An assessment of the implementation of articulated and aligned standards-based curricula in schools and complexes;
(2) Performance and competency indicators of student achievement for evaluating the implementation of a standards-based curriculum;
(3) A plan for a complex-by-complex development and implementation of a standards-based curriculum;
(4) Resource requirements and a time line to implement specific portions of the curriculum to other school complexes or possible statewide application; and
(5) Any need to contract with a curricula developer or consultant to carry out the purposes of this section.

OKSigned into law 05/2006P-12Creates the Achieving Classroom Excellence (ACE) steering committee to assist the state board with implementation of the student assessment requirements in the ACE Act. The ACE steering committee will advise the board on: (1) curriculum alignment of third through eighth grade and high school subjects which are assessed pursuant to Okla. Stat. Ann. 1210.508; (2) review of existing and development of new assessments; (3) determination of cut scores for required assessments; (4) alternate tests or assessments which equal or exceed the rigor of the end-of-instruction assessments; (5) intervention and remediation strategies and delivery methods for students who do not meet the mandated standard; and levels; and (6) consequences for eighth-grade students who do not meet the mandated standard.
