Requires MnSCU institutions to compile course schedules with all course materials required and recommended for each course. Makes notification to the campus bookstore of selected course material mandatory for MnSCU academic departments or instructors. Also requires the notice of selection must be provided to the bookstore and students 45 days, instead of 30 days, before the start of the term in which the selected material will be used. Requires notice 45 days prior to the start of the term if an earlier version of a book is an acceptable substitute for a new edition.
Increases from $300 million to $405 million the maximum amount of the aggregate principal of revenue bonds issued by MnSCU.
Changes "individual" to "person" to accommodate trusts as a designated account owner in the Minnesota college savings plan.
Exempts postsecondary schools offering only avocational, recreational, or remedial subjects from having to be licensed as a private career school if, before August 1, 2008, its name included academy or institute.
Expands the safety officer survivor educational grant program to include grants for graduate education. Sets the maximum award for graduate education at the tuition maximum for four-year programs as set in session law.
Requires the MnSCU board of trustees to establish a work group to study methods to reduce the cost of textbooks for students, including alternative textbook delivery methods, cross-campus delivery, and expanded use of e-books to provide textbook cost savings. Specifies the groups that must be represented on the task force.
Requires the Minnesota Board of Teaching to report to the legislative committees with responsibility for K-12 and Higher Education with recommendations for eliminating lower priority tests to offset the fees charged to students for the new teacher performance assessment.

Requests that the university of California report such information to the department of finance and the joint legislative budget committee. Establishes legislative intent that California State University (CSU) assess and report the entry-level proficiency of all first-time freshmen. Requires the CSU system to annually report to the legislature, by campus:
(1) The total number of regularly admitted and specially admitted first-time freshmen
(2) The proportion of regularly admitted and specially admitted first-time freshmen that are exempt from entry-level proficiency exams
(3) The proportion of regularly admitted and specially admitted first-time freshmen that become exempt through each of the approved alternatives
(4) The entry-level proficiency exam pass rates of regularly admitted and specially admitted first-time freshmen.
Directs the California State University to and requests that the University of California report annually to the legislature on specified components of their institutional financial aid programs for undergraduate, graduate and professional degree students, including the typical financial aid package for a typical dependent undergraduate student with a parent income of $20,000, $40,000, $60,000, $80,000 and $100,000.
Amends Section 66057 by establishing legislative intent that the University of California and the California State University accommodate enrollment growth by maximizing the utilization of existing instructional facilities during the summer term before building new classrooms and teaching laboratories. Also establishes legislative intent that the University of California and the California State University make requests for capital outlay funding for space for classrooms and class laboratories justified using legislatively approved utilization standards and a reasonable assumption of summer-term enrollment. Adds provisions related to five-year capital outlay for UC and CSU systems. Requests that the University of California and requires that California State University report annually to the legislature on summer enrollment counts and on efforts undertaken to increase summer enrollment.
Repeals 66352, "Task force on instruction in business ethics." Eliminates provision in 67312(b) that the California State University must and the University of California system may report on its efforts to serve students with disabilities (requirement that California Community Colleges submit such reports remains in place).
Adds Section 67501, which directs the California State University and California Community Colleges, and permits the University of California, to annually submit to the legislature a comprehensive five-year capital outlay plan that includes specifeid components. Requires five-year plans to be updated annually.
Adds Section 67502, which requests that the the Regents of the University of California provide the joint legislative budget committee and the department of finance with a summary of all instructional and research space in the university system. Specifies elements the summary must address. Requires the California State University to provide the joint legislative budget committee and the department of finance with a summary of all instructional and faculty office space in the university system.
Adds Section 67503, which requests that the Regents of the University of California, and requires California Community Colleges and the California State University, to annually report on the utilization of classrooms and teaching laboratories.
Adds Section 67504, which relates to the Long Range Development Plans (LRDPs) that each University of California campus and medical center periodically develops to guide physical development.
Repeals 71020, requiring the California Community Colleges Board of Governors every three years to develop and submit a diversity paper concerning its own membership.
Adds 92611.9, establishing legislative intent that the University of California carefully monitor the use and effects of the contracting of services at newly developed facilities. Requests that the UC system annually report to the fiscal committees of the legislature on specified provisions related to hiring and contracting.
Adds Chapter 10.5. Provides that the section is to help general academic teaching institutions that are not categorized as "research universities" or "emerging research universities" in the state system to develop and maintain specific programs or fields of study of the highest national rank or recognition for that type of program or field. To that end, directs the higher education coordinating board to award incentive grants to general academic teaching institutions that the board considers to have demonstrated the greatest commitment to success in developing or improving the quality of the institution's existing degree program. Requires institutions to use such grants for faculty recruitment or other faculty support for the degree program for which the grant is awarded, including establishment of endowed faculty positions or enhancement of faculty compensation. Specifies that an institution may designate only one degree program at a time for consideration for new incentive grant funding. Directs the higher education coordinating board to set a series of benchmarks for each degree program designated by an institution. Provides the institution becomes eligible for incentive grant funding for each benchmark the board determines the institution to have met. Also requires the study to examine the current state of public access to information about specialized technology research projects, and best methods of facilitating access to the information. Directs the committee to report its findings and recommendations to the governor, lieutenant governor and speaker of the house by December 2010. Requires the committee's recommendations to include specific legislation to address the need for and feasibility of establishing a

Adds that as part of the criteria for postsecondary program approval, the institution must be prepared to provide students with (1) a statement regarding the transferability of college credits, including the fact that the decision to accept transfer credits is currently made by receiving institutions; (2) a statement as to how the institution will advise students on the nature of the transfer process, including the importance of consulting with institutions to which the student may seek to transfer; (3) evidence of articulation arrangements with institutional counterparts, when these arrangements exist; and (4) a statement of the institution's most recent graduation rates as provided by the institution to the Integrated Postsecondary Education Data System (IPEDS). The approval process also is amended such that, if the institution requires the student to sign an enrollment agreement or a similar agreement, the agreement must provide consumer information, including an explanation of all criteria and requirements for retention, progress towards degree, and graduation of the student; the institution's tuition, cancellation and refund policies; and a statement of the purpose and amount of any fees assessed.
Adds that any institution applying for a certificate of approval or authorization to operate in the state must specify its accreditation status. Requires new institutions without accreditation from an accrediting authority recognized by the U.S. Department of Education or the Council for Higher Education Accreditation to provide a clearly defined plan to move from candidate to affiliate status. Provides the plan should include the name of the accrediting organization, the basic outline of the accreditation process, and the projected time line for obtaining affiliate status within five years after the date of state higher education board approval, unless the higher education board waives the original time line because it is found to be an unrealistic expectation.
Creates new provision that initial authorization to operate in Illinois for institutions new to the state is for five years. In the fifth year of operation, requires the executive director of the board to direct staff to conduct a review. Provides circumstances under which the board may deny a continuation of the initial approval or offer a limited extension.
Adds a requirement that, prior to submission of the request for approval of a new degree program, the institution seeking approval complete a notice of intent that includes the degree and program name, description of the program, demographics of the intended students and estimated enrollment.
Adds provisions allowing an institution to temporarily suspend a program after receiving state higher education board approval.

Requires each institution to submit the results of the program review to the Higher Education Policy Commission. Requires the following to be reported: name and degree level of program; synopses of significant findings, including findings of external reviewer(s); plans for program improvement, including timeline; identification of weaknesses or deficiencies from the previous review and the status of improvements implemented or accomplished; five year trend data on graduates and majors enrolled; summary of assessment model and how results are used for program improvement; data on student placement (i.e., number of students employed in positions related to the field of study or pursuing advanced degrees); and final recommendations approved by governing board. For programs with specialized accreditation, the institution must provide a copy of the letter continuing the conferral of accreditation. Accredited programs that meet productivity guidelines will not be subject to further review by the Commission.
Adds section 133-10-7, which provides the commission will conduct a productivity review on a biennial basis of programs that have been established for at least five years. Programs will be required to meet at least one of the indicators established in rule for degree awards and enrollment in majors at either the baccalaureate, master's/first professional or doctoral level. Programs that do not meet productivity standards will be recommended for placement on probationary status by the institutional governing board for a 4-year period, during which time institutions will be expected to increase program enrollment and degrees awarded.

Moneys in the fund may be appropriated by the general assembly only for funding for capital projects at public colleges and universities and funding for the Missouri Technology Corporation's ability to work with colleges and universities in identifying opportunities for commercializing technologies. Directs the department of economic development to allocate a percentage of the state ceiling for private activity bonds to MoHELA.

Requires The president of each state-supported institution of higher education, including the chancellor of the Virginia Community College System, to report annually to the Governor and the Joint Commission on Technology and Science regarding the assignment of any intellectual property interests by that institution.

Community College | Establishes provisions effective with the postsecondary freshmen of the fall of 2005.
States that undergraduate tuition and fees for state university resident students are established within proviso in the General Appropriations Act or law. Requires each board of trustees to set university tuition and fees for graduate, graduate professional and nonresident students, although these may not exceed the average full-time tuition and fees for corresponding programs at member schools of the Association of American Universities. Bars the annual percentage increase in tuition and fees set by each board of trustees for students enrolled prior to the fall of 2005 from exceeding the legislature's annual percentage increase for resident undergraduate students. Requires at least 20 percent of the amount raised by tuition increases to be allocated by each university to need-based financial aid for students. Allows tuition and fees for for graduate, graduate professional, or nonresident students to exceed a cap set for undergraduate resident students.
Requires an undergraduate student to pay 75% over the in-state tuition rate for any credit hours exceeding 120 percent of the number of credit hours required to complete the student's degree program. Provides that a community college student who has earned the associate degree need not pay the full cost for a maximum of 24 hours taken while enrolled at a community college which apply to the student's baccalaureate degree. Provides that an undergraduate student at a state university or in a baccalaurate program at a community college must pay the higher rate for exceeding the aforementioned credit hour limit, regardless of whether those hours were taken while enrolled at a community college, a state university or any private postsecondary institution if the student received state funds while enrolled at the private postsecondary institution.
States that credit hours earned under the following circumstances are not calculated as hours required to earn a degree:
(a) College credits earned through an accelerated mechanism identified in s. 1007.27;
(b) Credit hours earned through internship programs;
(c) Credit hours required for certification, recertification, or certificate degrees;
(d) Credit hours in courses from which a student must withdraw due to reasons of medical or personal hardship;
(e) Credit hours taken by active-duty military personnel;
(f) Credit hours required to achieve a dual major undertaken while pursuing a degree;
(g) Remedial and English as a Second Language credit hours; and
(h) Credit hours earned in military science courses (R.O.T.C).
Requires postsecondary institutions to implement a process for notifying students regarding these requirements, which notice must be provided upon the student's initial enrollment in the institution and again upon the student's having earned the credit hours required to complete the degree program in which he or she is enrolled. Requires the notice to include a recommendation that each student who intends to earn credit hours at the institution beyond those required for his or her enrolled degree program meet with his or her academic advisor.

Legislative Counsel's Digest: Existing law provides for the establishment of courses of study and academic standards for the public schools in this State. (Chapter 389 of NRS) This bill requires the Board of Regents of the University of Nevada to work with the State Board of Education and the Council to Establish Academic Standards for Public Schools to ensure that students enrolled in a program for the education of teachers are provided instruction in the standards for high school pupils. Existing law sets forth the requirements for issuance of a baccalaureate degree by the Board of Regents. (NRS 396.560) This bill specifies the manner in which a student is determined to have completed a full course of study for the issuance of a diploma of graduation from the System. Existing law prescribes 6-year terms of office for the members of the Board of Regents. (NRS 396.040) This bill reduces the terms of office to years. The current members elected will continue to serve out their 6-year terms of office. This provision becomes effective only if AJR 11 of the 72nd Session of the Nevada Legislature is not passed by the 73rd Session of the Legislature. Existing law requires that all credits earned at a community college within the System be transferable to a university or state college within the System if the course catalog identifies the course by the same title and description. (NRS 396.568) This bill requires that all courses earned at a community college within the System automatically transfer to a university or state college within the System and removes the requirements regarding the course catalog. This bill also provides that a student who has been awarded an associate's degree must be enrolled as a junior if he enrolls in any institution within the System. States that the fund consists of monies appropriated to the fund and monies provided by any federal agency, entity or program for nursing education and workforce expansion, and that monies in the fund are exempt from the provisions of section 35-190, Arizona Revised Statutes, relating to lapsing of appropriations. Requires monies in the nursing education demonstration project fund to be used:
1. To pay for salaries, benefits, training and related expenses and operational costs necessary to increase the number of qualified nursing
education faculty members teaching in nursing degree programs operated or overseen by the Arizona board of regents or by community college districts.
2. To pay for certain expenses only for additional nursing education faculty members based on the number of faculty members who provide this education on June 30, 2005.
3. To supplement and not supplant monies that are appropriated by the legislature for the fiscal years 2005-2006 through 2009-2010 by funding the number of nursing education faculty members who provide this education in fiscal year 2004-2005.
Requires fund monies to be distributed in a manner designed to increase the number of nurses graduating from universities and community colleges by increasing available faculty and teaching resources in a manner that provides for the efficient use of available monies and shared
resources, geographic distribution of nurses in this state and increased diversity in the nursing workforce. Allows the distribution systems to include grant programs that provide monies to universities and community colleges after submission of grant proposals.

Establishes a statewide CPSEA structure that would annually provide an assessment of the progress made by the state's system of postsecondary education in meeting the educational needs of California. Requires each four-year institution of higher education and the state board for community and technical colleges to develop policies that ensure undergraduate students enrolled in degree or certificate programs complete their programs in a timely manner in order to make the most efficient use of instructional resources and provide capacity within the institution for additional students. Declares that policies adopted under this act shall address, but not be limited to, undergraduate students in the following circumstances: (1) Students who accumulate more than one hundred twenty-five percent of the number of credits required to complete their respective baccalaureate or associate degree or certificate programs; (2) Students who drop more than twenty-five percent of their course load before the grading period for the quarter or semester, which prevents efficient use of instructional resources; and (3) Students who remain on academic probation for more than one quarter or semester. Provides that policies adopted under this act may include assessment by the institution of a surcharge in addition to regular tuition and fees to be paid by a student for continued enrollment. Requires each public four-year institution of higher education and the state board for community and technical colleges to report to the higher education coordinating board by January 30, 2004, on the policies developed under this act.
