Section 7.3 creates a "Conditional Certificate of Authorization" to provide a mechanism for an institution that is accredited by a higher education coordinating board-recognized accreditor to operate for a limited period of time. This also allows for the institution to verify state degree granting authority to a recognized accrediting agency prior to receiving full accreditation status. Section 7.7 incorporates reference to Conditional Certificate of Authorization in section relating to institutions accredited by board-recognized accreditors. (9) Provide that graduates of approved two-year degree programs at public postsecondary institutions who complete the prerequisite learning outcomes for a four-year degree program while fulfilling the requirements for two-year degree, are not required to repeat or take any additional lower-level courses to fulfill bachelor degree requirements in the same major, and that these students be granted admission to related upper-division bachelor's degree programs on the same criteria as students earning lower-division credits at the university to which the student transferred
(10) Provide that graduates of two-year degree programs receive priority for admission over out-of-state students at a public four-year institution if they meet the same admission criteria
(11) Establish commonality in public college transcripts to facilitate transfer of credits from two-year institutions
(12) Encourage private postsecondary institutions to collaborate with public postsecondary institutions in developing programs and agreements to expedite the transfer of students and credits between institutions
(13) Establish an appeals process to resolve disagreements between transferring students and receiving educational institutions regarding the transfer and acceptance of credits earned at another institution
(14) Ensure that all transfer and articulation policies are consistent with the rules and regulations established by all appropriate discipline-specific accrediting bodies and institutional accrediting agencies as recognized by the U.S. Department of Education.
Defines "learning outcomes" as the knowledge, skills and abilities that students have attained as a result of their involvement in a particular set of educational experiences. Requires that when an institution seeks to change learning outcomes for a four-year degree program that affect lower-division courses, the university must notify the council of postsecondary education and the state community and technical college system of the proposed changes at the same time as the initiation of the university's approval process. Postsec. | It is clarified that private vocational schools must meet the minimum requirements to obtain and maintain an operating license. Private vocational schools must demonstrate their financial viability and responsibility to the Workforce Training and Education Coordinating Board (WTECB). If any of the requirements are not met, the WTECB may deny the private vocational school's license application. Before enrolling students for whom English is a second language, the schools must administer an English as a second language examination, unless the student graduated from a United States high school or passes a General Educational Development test or other approved assessment in English. The school must comply with the requirements related to the qualifications of administrators and instructors.
If the WTECB determines that a private vocational school is at risk for closure or termination, the school may be required to take corrective action. In making the determination, the WTECB considers whether there is a pattern or history of substantiated student complaints or whether there is a present and historical pattern of failing to meet minimum requirements. If a school closes without providing adequate student notice, the WTECB provides transition assistance to the students including information regarding: transfer options, financial aid
discharge procedures, labor market and job placement assistance, and other available support services.

Authorizes the commissioner to grant state aid for high needs nursing programs to any independent institution of higher education in the state that meets specified requirements. Provides that in order to qualify for related state aid grants, any independent institution of higher education must:
(1) Be a non-profit college or university incorporated by the regents or the legislature
(2) Maintain an earned degree program in nursing, culminating in a associate or higher degree in nursing; provided that this does not apply to online nursing degree programs
(3) Meet such standards of educational quality applicable to comparable public institutions of higher education, as may be established by the regents
(4) Be eligible for state aid under the provisions of the U.S. Constitution and the constitution of the State of New York
Directs the commissioner to grant such state aid awards, not to exceed $1 million and based on availability of funds, according to a schedule to be determined by the commissioner, to each institution meeting the above requirements. Provides that awards are to be distributed in the amount of $250 per student enrolled in an earned degree program in nursing at a two-year degree-granting institution, and $500 per student enrolled in an earned degree program in nursing at a four-year degree-granting institution.
Repeals Part T and Part U of chapter 58 of the laws of 2006, creating the empire innovation program for the State University of New York and City University of New York. SUNY was to receive $6 million in support of a multi-year plan to attract 200 new research faculty, and CUNY was to receive $5 million in support of critical research projects, academic programs and the newly approved Master Plan initiatives.

Requires a local educational agency that has placed an individual with exceptional needs residing in a licensed children's institution or foster family home in a nonpublic, nonsectarian school to conduct an annual evaluation, as part of the annual individualized education program process, of whether the placement is the least restrictive environment that is appropriate to meet the pupils' needs. Requires the nonpublic, nonsectarian school to report to the local educational agency that made the placement, on a quarterly or trimester basis, as appropriate, the educational progress demonstrated by the individual with exceptional needs towards the attainment of the goals and objectives specified in the individual's individualized education program.
Requires an individual with exceptional needs to be allowed, as part of his or her participation in the individualized education program process, to provide confidential input to any representative of his or her individualized education program team. Requires the local educational agency to, at least annually and, to the extent possible, as part of the individualized education program process, conduct certain evaluations and considerations.
