Requires that the study be submitted to specified legislative leadership by November 1, 2012.

FLSigned into law 06/2011Postsec.Establishes the Higher Education Coordinating Council and directs the council to make recommendations on: (1) The primary core mission of public and nonpublic postsecondary education institutions in the context of state access demands and economic development goals; (2) Performance outputs and outcomes designed to meet annual and long-term state goals, including, but not limited to, increased student access, preparedness, retention, transfer, and completion; (3) The state's articulation policies and practices to ensure that cost benefits to the state are maximized without jeopardizing quality; and (4) A plan for workforce development education.

Directs the Commissioner of Education, in consultation with the Chancellor of the State University System, to establish the Articulation Coordinating Committee which will make recommendations related to statewide articulation policies to the Higher Education Coordination Council, the State Board of Education, and the Board of Governors. Details the duties of the committee.

Requires Department of Education to utilize student performance data in subsequent coursework to determine appropriate Advanced Placement, Advanced International Certificate of Education examination, and International Baccalaureate examination scores for the receipt of college credit. Repeals the exemption from the state university system summer term enrollment requirement for students who have earned 9 or more credits through acceleration mechanisms. Requires the State Board of Education to specify by rule provisions for alternative remediation opportunities and retesting policies. Provides access to postsecondary education for individuals with intellectual disabilities, by allowing for reasonable substitution for admission and graduation requirements. Repeals the Florida Business and Education Collaborative and the University Concurrency Trust Fund.

MESigned into law 06/2011Postsec.Requires all postsecondary institutions, including institutions offering accredited postsecondary educational and degree programs on the Internet, to report annually to the Department of Education the retention rates of the students for each degree program and the graduation rates for students who complete 2 year or associate's degree programs in 2, 3 or 4 years and for students who complete 4 year or bachelor's degree programs in 4, 5 or 6 years. Community College
Requires the board of higher education to implement the Collaborative Baccalaureate Degree Development Grant Program to help deliver upper-division courses and bachelor's degree programs offered by colleges and universities at a location geographically convenient to student populations currently being served by existing public community colleges. Requires the grant application and award process to be as efficient as possible to encourage collaborative applications and shall include consideration of existing programs and facilities. Requires grant applications to be jointly submitted by a community college and one or more public or private 4-year colleges or universities. Specifies purposes for which grant funds may be used. Creates the Alliance for Underrepresented Students at New Mexico State University. The purposes of the alliance are to: (1) promote science, technology, engineering and mathematics (STEM) education and retention at the undergraduate and graduate level for underrepresented students; (2) engage in research on and development of programs that support student retention and achievement; (3) disseminate knowledge acquired through education and retention programs; and (4) collaborate with and provide assistance to k-12 grade educators and postsecondary educational institutions to support STEM education and student achievement.
