Prohibits the surveys from becoming part of a teacher's personnel record, from being included in or used to influence the existing teacher evaluation process, and from being used for collective bargaining purposes.

The council, on its own and in conjunction with any guests it elects to invite, is to explore its issues and concerns, review current situations, and develop recommendations for consideration by local, regional, and state-level policymakers. Provides that the purpose of the council is to examine and facilitate communication between youth and the legislature on issues of importance to youth, including education, employment, strategies to increase youth participation in local and state government, safe environments for youth, substance abuse, underage drinking, emotional and physical health, poverty, litter and environmental control, driver's licenses, and youth access to state and local services.

Provides that the council has the following duties:

(1) To identify the concerns and needs of youth, and to advise and make recommendations to members of the legislature on proposed legislation and on policy matters related to youth.
(2) To collect, analyze, and provide information to the senate and house committees on education and any other legislative committees, commissions and task forces on issues related to youth.
(3) To participate in an annual seminar prior to the school year for council members regarding leadership, government and the legislature.
(4) To hold at least one public hearing each year for the purpose of receiving youth comment on issues of importance to youth and such other meetings at the call of the council chair.
(5) To submit an annual report of its activities, including any recommendations for proposed legislation, to the governor, the senate and house committees on education, and the commission.

Provides for the membership of the council, including the youth voting members and the advisory (nonvoting) members, which must include a member of the senate, a member of the house of representatives, the chairman of the Louisiana Commission on Civic Education, and the state superintendent of education, or his designee.

ORSigned into law 07/2005Postsec.From Staff Measure Summary (Fiscal Note): A person desiring to conduct business as an athlete agent in the State of Oregon is required to obtain an athlete agent permit from the Department of Education. The permit for the athlete is for one year and the applicant must pay a non-refundable fee, attest they have not been convicted of any crime listed in ORS 342.143, and submit to a criminal background check.
House Bill 3179-A modifies the current statute and establish the Uniform Athlete Agents Act which provides for the uniform registration, certification, and background check of sports agents seeking to represent student athletes who are or may be eligible to participate in intercollegiate sports. The bill would impose specified contract terms on the agreements and provide educational institutions with the right to notice along with a civil cause of action for damages resulting from a breach of specified duties. The bill would also require the agents to disclose their training, experience, and education, whether they or an associate have been convicted of a felony or crime of moral turpitude,

The school may recommend classroom placement to the parents and provide professional education advice to the parents to assist them in making the best decision for their children's education. A school must provide the placement requested by the children's parent or guardian, unless the school board makes a classroom placement determination following the school principal's request according to this section. The parent or guardian must request the classroom placement no later than 14 days after the first day of each school year or 14 days after the first day of attendance of the children during a school year if the children are enrolled in the school after the school year commences. At the end of the initial grading period, if the school principal, in consultation with the children's classroom teacher, determines that the requested classroom placement is disruptive to the school, the school principal may request that the school board determine the children's classroom placement.

Requires any school district that was administratively consolidated or administratively annexed under §§6-13-1601 32 through 6-13-1605 to file a written report with the legislature and the department of education on the (1) inclusion of parents in the resulting district's activities, including parent-teacher associations, booster clubs and parent involvement committees; (2) the extent of student participation in extracurricular activities, itemized by each extracurricular activity offered by the district and for each activity indicate which district the student attended prior to reorganization; and (3) the employment status of each administrator by name, gender and race before the annexation or consolidation, which school employed the administrator prior to consolidation, and his or her employment status in the receiving or resulting school district.

Requires resulting school districts to use a state-approved instrument to survey parents and students on: (1) Opportunities for inclusion or participation in the resulting or receiving school district; and (2) The efforts, if any, that were made to include parents from the affected school district in the receiving or resulting school district's activities, including but not limited to parent-teacher associations, booster clubs, and parent involvement committees.
