Directs the commission to study the best national and international public education models and best practices to recommend ways to increase educational productivity and student performance in the state. Directs the commission to comprehensively review and assess the state's education system to ultimately create significant savings while improving student achievement and providing students with a high-quality education. Requires that the review include, but not be limited to:
a. studying teacher recruitment and performance, including incentives to keep the best teachers, and the teacher preparation, certification and evaluation systems;
b. analyzing factors that support P-12 student achievement to ensure all students are on track to graduate from high school ready for college, careers, and active citizenship;
c. evaluating education funding, distribution of state aid, and operating costs to identify efficiencies in spending while maintaining the quality of educational programs, including special education;
d. increasing parent and family engagement, including examining the school calendar and district-level policies that increase parental involvement;
e. examining the unique issues faced by high-need urban and rural districts, including comparing best practices and identifying the different services that these districts might require to be successful;
f. analyzing the availability of technology and its best use in the classroom, including the accessibility of, and obstacles to, using technology in the classroom in light of the requirements and demands of the job market to best prepare our students; and
g. examining the overall structure of the state's education system to determine whether it meets students' needs while respecting the taxpayer.

Directs the commission to compare student achievement outcomes with education spending, focusing on districts that generate higher than average achievement per dollars spent, including high-need districts that are providing students with the opportunity to receive a sound basic education, and identifying how districts can boost student achievement without increasing spending. Directs the commission to submit preliminary recommendations by December 2012, and final recommendations by September 2013, at which time the commission will terminate its work.

The legislation also repeals professional service contracts for instructional staff and the requirement for students who took Algebra I in the middle grades from 2007-2008 through 2009-2010 to take the Algebra I end-of-course assessment in the 2010-2011 school year.

Establishes a task force for education technology to make preliminary recommendations on technology literacy model standards for grades 7-12. Specifies role groups that must be represented on the task force. Directs the task force to make preliminary recommendations to the superintendent of public instruction within a year of the task force's convening. Eliminates current law that permits the department to contract with an independent for-profit or nonprofit entity to provide information on Ohio government through the Ohio Education Computer Network (OECN) to school district libraries to assist teachers in social studies course instruction and support student research projects and, instead permits the department to approve and administer funding for educational technology technical support, maintenance, consulting, and group purchasing services for information technology centers (ITCs), school districts, ESCs, and other entities and to deliver to schools programs operated by the InfOhio Network and OECN Management Council.

Specifies that ITCs are not required to have operating reserve accounts or funds or minimum cash balances relative to their operating funding. (A rule of the State Board requires all ITCs to maintain a minimum cash balance equivalent to the higher of an average of thirty days' expenditures for the previous twelve month period or anticipated expenditures for the next sixty days.)

By January 2010, directs the eTech Ohio commission to develop and implement a plan to create an aligned educational technology system that spans preschool to postsecondary education (P-20). Directs the commission to consult with the state board of education in the development and modification of the state technology plan. Directs the eTech Ohio commission to develop and implement an interactive distance learning pilot project to provide participating high schools each school year with access to at least three interactive distance learning courses free of charge. Provides such courses must include two Advanced Placement courses and one foreign language course. Provides duties of the commission, which include, among others:
(1) Providing the funds for schools to purchase video conferencing telecommunications equipment and connectivity devices, as necessary, to allow schools to participate in the pilot project
(2) Assisting schools in arranging for the purchase and installation of telecommunications equipment and connectivity devices, as necessary, to schools to participate in the pilot project
(3) Paying, for up to one school year, the cost of upgrading internet service for schools with Internet connections slower than a speed specified in state policy
(4) Offering training in the use of the telecommunications equipment necessary to participate in the pilot project.

Directs the department of education, in consultation with the chancellor of the board of regents, to select courses to be offered by the pilot project and to develop the standards for the curriculum of each course selected. Directs the commission and department to jointly select the teachers to develop and teach the courses offered by the pilot project, and directs the commission, department and the chancellor to jointly notify schools of and promote participation in the pilot project. Not later than December 31, 2010, directs the state superintendent, chancellor and the commission to submit to the governor and the general assembly a formative evaluation of the implementation and results of and legislative recommendations for changes in the pilot project.

Section 265.30.83: Establishes parameters for the department of education and eTech Ohio Commission in administering the pilot program, including schools and districts to which the commission must give priority in awarding grants. Requires 25% of any grant award to be used for professional development, which must include at least one component of training in the classroom, plus any training the commission deems necessary to participate in the program. Provides that any student, teacher or employee of a school that does not receive a pilot program grant may participate in the interactive distance learning pilot project, as logn as such participation does not impose an additional cost to the state or diminish the quality of project outcomes for those entities awarded grants, and aligns with federal guidelines.

TXSigned into law 06/2009P-12Changes the "Technology Immersion Pilot Project" to the "Technology Demonstration Sites Project." Changes the purposes of the project to:
(1) Demonstrating the use of technology for improving teaching and learning
(2) Using digital tools and resources to extend learning opportunities from school to home
(3) Exemplifying instructional practices and lessons that support academic learning in the classroom and at home.

Specifies that the project may use existing home electronic devices or provide electronic device checkout options to allow students, at school and at home, to use software, online courses and other appropriate technologies. Requires the agency to review the progress made through each demonstration site. Includes hiring of pedagogical support staff as an allowable expenditure for participating districts and schools. Eliminates some criteria the agency must use in selecting project participants. Requires agency to select at least five districts (instead of five schools) to participate in the project, although not every school in every district must necessarily participate.

Adds new subchapter, "Computer Lending Pilot Program" (identical to that created by enacted 2009 H.B. 4294 http://www.legis.state.tx.us/tlodocs/81R/billtext/pdf/HB04294F.pdf and enacted 2009 S.B. 2178 http://www.legis.state.tx.us/tlodocs/81R/billtext/pdf/SB02178F.pdf) to make computers available to students and parents. Specifies that a school is eligible to participate if at least 50% of students are educationally disadvantaged, and the school agrees to operate a lending program with certain components, including that students/parents may work toward owning a computer borrowed through the program, and the program provide computer training for students and parents. Requires the commissioner of education to annually report to the legislature on the computer lending pilot program. Defines open-source textbooks as textbooks downloadable from the Internet at no cost to the student. Requires districts and charter schools to annually certify that, for each subject in the required curriculum and all grade levels, the district provides every student with textbooks, electronic textbooks or instructional materials that cover all elements of the state board-adopted essential knowledge and skills for that subject and grade level. Establishes provisions allowing institutions of higher education to place open-source textbooks on the secondary-level textbook adoption list. Provides that one criterion for adoption is that, for a textbook for a senior-level course, a student who successfully completes a course based on the textbook will be prepared, without remediation, for entry into the eligible institution's freshman-level course in that subject, and that, for a textbook for a junior-level and senior-level course, a student who successfully completes the junior-level course based on the textbook will be prepared for entry into the senior-level course.

Adds new section 31.0261 allowing the state board to execute a contract for the printing of an open-source textbook listed on the state textbook adoption list. Establishes provisions for the purchase of open-source textbooks by the commissioner of education. Requires that a state-developed open-source textbook be irrevocably owned by or licensed to the state. Authorizes the commissioner of education to issue a request for proposals for a state-developed open-source textbook. Establishes prerequisites for the approval of an open-source textbook, and establishes provisions for the revision of open-source textbooks. Requires the commissioner to provide for special and bilingual state-developed open-source textbooks in the same manner as non-open-source textbooks for these populations. Provides for costs and distribution of open-source textbooks. Directs the commissioner to develop a schedule for the adoption of state-developed open-source textbooks. Requires a district or charter school that selects an open-source textbook to requisition a sufficient number of printed copies for use by students unable to access the textbook electronically, unless the district prints copies or provides electronic access to the textbook at no cost to the student. Permits printed copies of open-source textbooks that a district does not intend to use for another student to become the property of the student. Establishes the Readiness Project to develop a plan to implement fundamental and systemic reforms to public education in the Commonwealth over the next ten years. The project will have three chairs appointed by the Governor. 

The plan will include recommendations to:
(1) Deliver universal and high quality early education for three- and four-year-olds as well as Full-Day kindergarten;
(2) Expand time for teaching and learning in primary and secondary schools;
(3) Extend education an additional two years beyond secondary school to better prepare students for higher education, work and citizenship;
(4) Align curricula from pre-Kindergarten through high school, higher education and work force development, including with an emphasis on science, technology, engineering and math as well as other subjects and methods that enhance creativity and problem-solving skills;
(5) Structure and support a reasonable degree of school choice, including charter and pilot schools, so that all serve as complementary components of a comprehensive system; (6) Recruit, retain and develop strong educators and administrators at all levels;
(7) Streamline and strengthen teacher certification and licensing;
(8) Improve the Massachusetts Comprehensive Assessment System and introduce additional appropriate standards and assessments to measure other aspects of students' academic development;
(9) Fund the education system adequately, equitably and reliably, including for students with special educational needs;
(10) Facilitate collaboration between and among the Commonwealth's public and private institutions of higher education;
(11) Strengthen the structure and clarify the mission of the institutions that comprise the University of Massachusetts system and all public higher education institutions in the Commonwealth;
(12) Implement an effective and efficient accountability system for students, instructors and administrators from pre-Kindergarten through higher education that enables authorities both to review performance and to target assistance where it is most needed; and
(13) Leverage information technology throughout the system to improve instruction, student acquisition of skills, administrative processes, and the quality of and access to data. implements fundamental and systemic reforms to public education in the Commonwealth over the next 10 years.

The Office is charged with establishing and administering agreements with nonprofit public and private institutions of higher education in the Commonwealth and other entities for the identification of unmet needs for technology-enriched educational programs and opportunities, and the development and delivery of technology-enriched initiatives, including distance and distributed learning initiatives, for currently served populations and underserved constituencies. In addition, the Office must (i) review technology-enriched learning initiatives and make recommendations to the Council regarding unnecessary duplication in such initiatives; (ii) assist in the development of standards for improving access to, training for, and efficiency in such learning initiatives; and (iii) enter into contracts for related program development.  The bill is contingent on funding in the appropriations act.

Provides that the office of technology shall assist political subdivisions in coordinating operations of information technology systems. Directs the office of technology to appoint a group to develop accessibility standards. Transfers to the new office the duties, rules, personnel, equipment of the combined entities, and funds (except for funds held by the intelenet commission). Makes conforming changes. Provides that the chief information officer of the office of technology participates in decisions made by the higher education telecommunications system. Specifies that county auditors and county assessors shall (1) transmit electronic property assessment data records to the department of local government finance and the legislative services agency (LSA) in a standard format prescribed by the office of technology and approved by LSA; and (2) archive electronic property assessment data records in the fashion prescribed by the office of technology and approved by LSA. Repeals statutes establishing the state information technology oversight commission, establishing the state enhanced data access review committee, granting various powers to the intelenet commission, defining intelenet in the public purchasing law, and referring to the intelenet commission in the law concerning immunity.
