NCSigned into law 06/2009P-12Removes the requirement that local school administrative units (LEAs) provide only abstinence until marriage education and requires LEAs to provide reproductive health and safety education in grades seven through nine; requires such education to include instruction on sexually transmitted diseases, contraceptive methods, and sexual assault and abuse; requires LEAs to provide a comprehensive school health education program that meets all the requirements of this subsection and all the objectives established by the State Board.

TXSigned into law 06/2009P-12Section 17: Directs the commissioner, in reviewing a funding application for an extended year program, to give priority to districts with high concentrations of educationally disadvantaged students.

Section 19: Directs the commissioner of education to distribute funds for life skills programs for student parents. Directs the commissioner to give priority to applicant districts that received funds for such a program the preceding year, and then to districts with the highest concentration of students who are pregant or parents. Specifies that a life skills programs for student parents is required only in districts that receive a state grant for this purpose and any other funds available for the program. UTSigned into law 03/2008P-12Amends the Human Services Code to requires a local substance abuse authority to ensure that all substance abuse treatment programs that receive public funds provide priority for admission to a pregnant minor. Requires a local substance abuse authority to provide a comprehensive referral for interim services to a pregnant minor who cannot be admitted for substance abuse treatment within 24 hours of the request for admission. Provides that, if a substance abuse treatment program is not able to accept and admit a pregnant minor within 48 hours of the time that request for admission is made, the local substance abuse authority must contact the Division of Substance Abuse and Mental Health, which must assist in providing services to the pregnant minor.

ILSigned into law 08/2007P-12Requires the state board of education to convene an Ensuring Success in School Task Force to develop policies and procedures for addressing the educational and related needs of youth who are parents, expectant parents, or victims of domestic or sexual violence to ensure their ability to stay in school, and successfully complete their education. Directs the task force to conduct a thorough examination of the barriers to school attendance, safety, and completion for children and youth who are parents, expectant parents, or victims of domestic or sexual violence, and to conduct a discovery process that includes relevant research and identifies effective policies and programs within and outside the state.

Also directs the task force, by January 1, 2009, to submit ot the general assembly a report including the task force's findings, recommendations and implementation plan. Directs the task force to recommend new legislation or proposed rules developed by the task force.

VASigned into law 03/2007P-12Chapter No. 822: Creates the Pregnant Women Support Act. Provisions include several related to education: Providing support services for students of institutions of higher education; providing funds to allow early childhood education programs to work with pregnant or parenting teens to complete high school and provide job training education; or providing for teenage or first time mothers education on the health needs of their infants through free home visits by registered nurses.

VTSigned into law 05/2006P-12Extends to 2007-2008 provisions related to No Child Left Behind requirements, including commissioner determinations whether schools and districts are meeting state standards annually and state board authority to impose on schools and school districts consequences allowed in state law and required by the Act within the time frame required in the Act and education of homeless students.

Directs the commissioner of education and the secretary of human services to develop and analyze options for payment of education costs for a pregnant or parenting pupil attending an approved public school in Vermont or an adjacent state, an approved independent school in Vermont, or other educational program, other than a 24-hour residential facility, approved by the state board of education. CASigned into law 09/2004P-12Creates the Teen Parents in Foster Care Act. Provides ways in which families of dependent minor parents may be preserved, by assisting such parents in raising their children, and participating in school and extracurricular activities. Encourages the state and local child welfare agencies to collect data on the number of minors in foster care who give birth and the number of minor parents who remain in placement with their minor children, and to collect information to be used to develop a more cost-effective infant supplemental payment rate structure to more adequately reimburse caregivers.
