CASigned into law 06/2012P-12From bill analysis: Authorizes the governing board of each school district to, at the request of parents or guardians, provide the annual notice of parent or guardian rights and responsibilities in an electronic format. Requires the notice provided in an electronic format to conform to the provisions under current law requiring all notices, reports, statements, or records sent to a parent/guardian to be written in English and in a pupil's primary language if 15% or more of the pupils enrolled in the school speak that language. Requires a parent/guardian that receives the notice in an electronic format to submit to the school a signed acknowledgement of receipt of the notice.

OHSigned into law 06/2012P-12From final bill analysis: Specifies that the provisions of the "parent trigger" restructuring petition, under the Columbus pilot program, prevail over the general restructuring law for low-performing schools, if a district school becomes subject to both, unless the parent petition is rejected for certain reasons. Requires that a parent petition be filed by December 31 of any school year a school qualifies for restructuring under the Columbus
"parent trigger" pilot program. Specifies that if either the parent petition or the state's general restructuring plan for a public school conflicts with federal law, federal law prevails. Specifies that if a school is restructured under a parent petition, under the general restructuring law, by a district academic distress commission, or under federal law, the school does not have to restructure again under state law for three years after implementing the prior restructuring.

MOSigned into law 05/2009P-12Requires the Department of Elementary and Secondary Education to produce "The Parents' Bill of Rights" to inform parents of children with individualized education programs of their educational rights under federal and state law by January 1, 2010. The publication must state it does not confer any right or rights beyond those conferred by federal or state law. In addition, the publication must state that it is only for informational purposes. The publication must contain ten points of information, as described in the act. Department must ensure that the content is consistent with legal interpretations of existing federal and state law and provides equitable treatment of all disability groups and interests. In addition, the Department must post a copy of it on its website and each school district must provide a copy of "The Parents' Bill of Rights" upon determining that a student qualifies for an individualized education program and at such time as a school district is required under state or federal law to provide the parent or parents with notice of procedural safeguards.

Establishes an office of language access and the language access advisory council in the department of labor and industrial relations.

GASigned into law 05/2006P-12Defines 'clubs and organizations' and 'competitive interscholastic activity'. Requires local boards to include information regarding school clubs and organizations in the student code of conduct distributed annually at the beginning of each school year. Requires the form in the student code of conduct to include an area for a parent to decline permission for his or her student to participate in a club or organization designated by him or her. For clubs or organizations started during the school year, requires written permission from a parent or guardian prior to a student's participation.

Requires the student code of conduct to encourage parents and guardians to inform their children on the consequences, including potential criminal penalties, of underage sexual conduct and crimes for which a minor can be tried as an adult.

Clarifies that student codes of conduct should be distributed to all students at the beginning of each school year. Requires students and parents to provide written acknowledgment of receipt of student codes of conduct. VTSigned into law 05/2006P-12Directs the commissioner of education to send annually to each superintendent a list of information that schools must provide to the electorate, community members, parents and students under state and federal law. Directs school boards to inform high school students and students' parents or guardians of the right to opt out of the federal requirement that student contact information be provided to military recruiters or institutions of higher education. Directs school boards to permit parents to disallow provision of student contact information to military recruiters or institutions of higher learning, or both. Requires schools to provide information each year to parents and students regarding school choice options available to them.

MNSigned into law 07/2005P-12The commissioner must adopt and publish a policy to provide public and parental access for review of basic skills tests, Minnesota Comprehensive Assessments, or any other such statewide test and assessment. Upon receiving a written request, the commissioner must make available to parents or guardians a copy of their student's actual answer sheet to the test questions to be reviewed by the parent.

FLVetoed 05/2005P-12Defines term "psychotropic medication." Prohibits a recipient of state funds from requiring student to be prescribed or administered psychotropic medication as condition of receipt of educational services. Requires that, before a student is evaluated for the purposes of
classification or placement for special education for any disorder listed in the Diagnostic and Statistical Manual of Mental Disorders, the parent must be notified that:
(a) The behaviors prompting the evaluation could be the result of underlying physical conditions.
(b) The parent should consider consulting a medical doctor to rule out physical causes.
(c) The parent has the right to decline the evaluation.
(d) The evaluation and subsequent classification or placement may be documented on the student's cumulative record.

Provides both optional and mandatory parameters for such policies, including under what circumstances a parent may be present when a law enforcement officer interviews the student.

Expands school crime reporting requirements to mandate that school report cards report the total number of incidents that occurred not only on school grounds but also at school bus stops, on school buses and at school sponsored events that required a law enforcement officer, including a certified peace officer who serves as a school resource officer, to be contacted. Specifies that the total number of incidents reported must only include reports that law enforcement officers report to the school are supported by probable cause.

CAVetoed 09/2004P-12Requires the principal of a school to take immediate steps to seek the consent of the parent or guardian of an elementary school pupil prior to making the pupil available to a peace officer for questioning.
