SDSigned into law 02/2012Postsec.Provides that no postsecondary institution may provide educational programs at physical locations in the state unless it has been issued a certificate of authorization to provide postsecondary education. Once granted by the secretary, authorization is continuous so long as the postsecondary institution continues to meet the requirements set forth in section 4 of this Act.

Acknowledges a list of postsecondary institutions provided in section 3 as being authorized to provide educational programs at physical locations in the state.

Provides that the Office of Attorney General, Division of Consumer Protection, will review and act on complaints concerning postsecondary institutions providing educational programs at physical locations in the state, including, as necessary, requiring a postsecondary institution to cease its operations in the state.

Transparency and Efficiency
Requires each public institution of higher learning to maintain a transaction register that includes a complete record of all funds expended, from whatever source for whatever purpose. Provides that the register must be prominently posted on the institution's Internet website and made available for public viewing and downloading. Grants the State Board for Technical and Comprehensive Education the authority to employ and administer certain administrative efficiency provisions.

Comprehensive Human Resources System
Directs the State Budget and Control Board's State Office of Human Resources to participate with five representatives selected by the respective presidents of the public institutions of higher learning and technical colleges to represent all of the public institutions of higher learning and technical colleges to study, develop, and recommend a separate, comprehensive human resources system for the public institutions of higher learning and technical colleges. Provides that the recommendation must include, but not be limited to, prescription of a methodology to establish a uniform compensation and classification plan among the public institutions of higher learning and technical colleges.

Facility and Procurement
Defines "permanent improvement project" for institutions of higher learning and revises the procurement statutory provisions.

Public Vote for Tuition Change

Expresses the state's commitment to Western Governors University (WGU) and its establishment of WGU Texas. Directs all agencies and officials to work with WGU toward the establishment of WGU Texas as a nonprofit institution of higher education to provide access to online, competency-based degree programs. Directs the Texas Higher Education Coordinating Board (THECB) to recognize, endorse and support online, competency-based education as an important component of the state's higher education system; to work to eliminate any unnecessary barriers to WGU Texas' delivery of such education programs; and to work with WGU Texas to integrate its academic programs and services into the state's higher education policy and strategy. Directs the Texas Workforce Commission (TWC) to explore, consider and implement appropriate and effective methods to promote online competency-based education opportunities like those that WGU Texas will provide to dislocated workers, veterans and other Texans in need of postsecondary degrees. Directs the Texas Education Agency (TEA) to explore, consider and implement appropriate and effective methods to promote and partner with WGU Texas to expand the supply of science, technology, engineering and math related teachers in Texas. Directs THECB, TWC, TEA and all other pertinent agencies to create appropriate data-sharing processes, as may be required by state or federal guidelines for higher education providers, to assess WGU Texas' performance and determine the extent to which it helps the state achieve the goals of its higher education system. FLSigned into law 06/2011Postsec.Establishes the Higher Education Coordinating Council and directs the council to make recommendations on: (1) The primary core mission of public and nonpublic postsecondary education institutions in the context of state access demands and economic development goals; (2) Performance outputs and outcomes designed to meet annual and long-term state goals, including, but not limited to, increased student access, preparedness, retention, transfer, and completion; (3) The state's articulation policies and practices to ensure that cost benefits to the state are maximized without jeopardizing quality; and (4) A plan for workforce development education.

Directs the Commissioner of Education, in consultation with the Chancellor of the State University System, to establish the Articulation Coordinating Committee which will make recommendations related to statewide articulation policies to the Higher Education Coordination Council, the State Board of Education, and the Board of Governors. Details the duties of the committee.

Requires Department of Education to utilize student performance data in subsequent coursework to determine appropriate Advanced Placement, Advanced International Certificate of Education examination, and International Baccalaureate examination scores for the receipt of college credit. Repeals the exemption from the state university system summer term enrollment requirement for students who have earned 9 or more credits through acceleration mechanisms. Requires the State Board of Education to specify by rule provisions for alternative remediation opportunities and retesting policies. Provides access to postsecondary education for individuals with intellectual disabilities, by allowing for reasonable substitution for admission and graduation requirements. Repeals the Florida Business and Education Collaborative and the University Concurrency Trust Fund.

LAAdopted 06/2011Postsec.Urges the Louisiana Board of Regents to aggressively and fully implement its previously established admission standards, those standards the board set for implementation in 2012 and 2014, and additional admission standards as warranted; that the board continue to ensure that developmental education and associate degree programs be delivered by the two-year
institutions unless there is a lack of capacity in a region to do so. Requests that the board include in its Master Plan the concepts outlined in the Resolution, and that the board track the data requested by the legislature. The Master Plan will outline the long-term goals for institutions through 2025 and focus more on student succes than access, including increasing completion rates. The resolution also mentions the need for postsecondary education to play a role in advancing the workforce and economic development needs of Louisiana. The Board of Regents is required to submit a written report of its progress to the legislature not later than March 1, 2012.

From Legislative Staff Summary: Encourages community colleges to explore ways of increasing collaboration and cooperation with universities. Provides that it is the intent of the Legislature that universities work with community colleges to implement transfer of credits from a university to a community college to enable award of credentials. Creates a committee to develop a process to improve the transferability of core college courses between colleges and universities. Directs colleges to work with public universities to implement reverse transfer agreements (that would transfer university credits to college for an associate's degree). Adds the Texas Higher Education Coordinating Board as an entity entitled to obtain criminal history record information on an applicant for a security-sensitive position. NESigned into law 05/2011Postsec.Adopts the Postsecondary Institution Act and amend provisions of the Private Postsecondary Career School Act. Sec. 85-961 currently provides that community colleges (with exceptions specifically authorized by statute and the Coordinating Commission for Postsecondary Education) have sole responsibility for the award of associate degrees, diplomas and certificates in less than baccalaureate degree program areas. Amends this provision so as to clarify that the reference to certificates relates to certificates comprised of courses at the associate-degree level or below. Authorizes the University of Nebraska (upon Coordinating Commission approval) to offer certificates within fields in addition to those already specifically authorized in statute, if the preponderance of the courses comprising the certificates is above the associate-degree level. Specifically directs the Coordinating Commission to conduct a study (with other education entities) regarding the need for uniform policies and practices for dual enrollment courses and career academies in Nebraska. Also provides for a three year pilot project beginning in 2011-12 for the administration of a standard college
admission test to students in the 11th grade.

WASigned into law 05/2011Postsec.Expanding postsecondary opportunities. Changes the name of the University Center at Everett Community College to the University Center of North Puget Sound. Assigns management and leadership of the University Center of North Puget Sound to Washington State University to meet the needs of the Everett metropolitan area and the north Snohomish Island and Skagit county region and the state of Washington for baccalaureate and graduate degrees offered by a state university. Requires Washington State and Everett Community College to collaborate with community leaders and other four-year higher education institutions to serve the varied interests of students in the region. Requires the establishment of a coordinating and planning council to be responsible for long-range and strategic planning, interinstitutional collaboration, community collaboration and dispute resolution for the center. Requires Washington State University to: (1) Assume leadership of the center for completion and approval by the legislature of a strategic plan for meeting the academic needs of the region and successful establishment of an engineering degree program; (2) Review center expansion needs and consider capital facilities funding at least annually; and (3) Design, construct and manage any facility developed at the Center.

WASigned into law 04/2011Postsec.Relating to an accelerated baccalaureate degree program. State universities, regional universities and the Evergreen State College may develop accelerated baccalaureate degree programs that will allow academically qualified students to obtain a baccalaureate degree in three years without attending summer classes or enrolling in more than a full-time class load during the regular academic year. The programs must allow academcally qualified students to begin course work within their academic field during their first term or semester of enrollment. The state universities, regional univerisities and Evergree State College are to report on their plans for the accelerated baccalaureate degree programs to the higher education coordinating board for approval. Requires higher education institutions in Connecticut to publicize green technology initiatives in higher education and to collaborate in furthering these initiatives; requires the department of higher education (DHE), in consultation with the department of education, to develop annually and publish on its website (1) a list of every green jobs course and academic program in a public higher education institution or a regional vocational-technical school in the state and (2) an inventory of green jobs-related equipment in these schools; requires the community-technical colleges board of trustees (CTC) to have uniformly named green jobs academic programs in the CTC; requires institutions to share equipment and to hold meetings to explore possible ways to collaborate on green initiatives, and it requires public higher education institutions to support efforts to develop career ladders in the green technology industry. http://www.cga.ct.gov/2010/ACT/Pa/pdf/2010PA-00156-R00HB-05164-PA.pdf

MASigned into law 01/2010Postsec.Creates a state university system for nine current state colleges. Six state colleges will be renamed as Bridgewater State University, Fitchburg State University, Framingham State University, Salem State University, Westfield State University and Worcester State University. Three specialized state colleges—Massachusetts College of Art and Design, Massachusetts College of Liberal Arts and Massachusetts Maritime Academy, will retain their existing names but as part of a state university system.
