Section 4.25: No substantive changes
Section 4.28, the section that lays out the fully transferable Texas Core Curriculum: Amended to reflect the recommendations of the Undergraduate Education Advisory Committee (UEAC), which was asked to study and make recommendations to improve the existing statewide core curriculum, which had not been modified since 1997. The new core curriculum puts in place a Purpose Statement, Core Objectives, and Foundational Component Areas with descriptions and semester credit hour requirements, as required in Texas Education Code §61.822. The amendments bring the Texas Core Curriculum into better alignment with current best practices across the U.S.. These changes are intended to improve consistency in transfer practices and to improve opportunities for students to increase their learning through the acquisition of knowledge and skills they will need for work and life. Related provisions in this section are amended to reflect additional recommendations pertaining to implementation of the revised Texas Core Curriculum.
Section 4.29: Deletes the option of institutions requesting a core curriculum of more than 42 semester credit hours (SCH).
Section 4.30: Revises provisions pertaining to the assessment and reporting of core curriculum objectives, as required in Texas Education Code §61.824, to reflect changes in terminology and organization of the Texas Core Curriculum reflected in the amendments to §4.28 and implements recommendations from the UEAC.
Section 4.31: Adds the proposed core curriculum implementation process and revises existing rules relating to institutional revisions of previously approved core curricula. Institutions would be limited to submitting changes to the institutional core curriculum once per academic year. New policy allows for better efficiency in implementing requirements, including the timely publication of all the courses approved for use in the core curriculum in any academic year. Updates subsection on procedure in handling institutional requests to reflect current electronic submission practices.
Section 4.35: Amends the language relating to the use of the Texas Common Course Numbering System to identify the system by name rather than by acronym the firsttimeitis cited.

Facilities
Expands the class size reduction lottery bond program to include other educational facilities. Suspends temporarily the state match for facilities and operating challenge grant programs for colleges and universities, effective July 1, 2011. Provides that existing eligible donations will remain eligible for future match and that the suspension may be removed once $200 million of the grant backlog has been matched. Allows a university board of trustees to expend carry-forward balances from prior year operational appropriations on legislatively approved fixed capital outlay projects authorized for the establishment of a new campus.
Finance
Streamlines library operations through consolidation and joint purchasing. Requires creation of a union catalog for higher education. Requires the Florida College System Council of Presidents to develop and recommend an equitable funding formula for the distribution of certain state funds to the college system institutions. Provides for the use of a funding formula to ensure equitable distribution of district workforce funds. Provides a $200,000 limit on the amount of state funds that may be paid for salaries of college and university presidents and administrative employees. Terminates the University Concurrency Trust Fund.
Finanical Aid/Scholarships
Increases the Florida Medallion Scholarship test scores in 2013-2014, from 1050 to 1170 for SAT, including the applicable home school test scores. Increases or establishes required community service hours for Bright Futures applicants. Requires applicants for Bright Futures, and certain other programs to submit the Free Application for Federal Student Aid prior to disbursement of funds. Prioritizes state student financial aid to the neediest (Pell eligible) students for the Florida Work Experience Program and the First Generation in College Program.
Northwest Regional Data Center
Designates the Northwest Regional Data Center as a primary data center.
Student Enrollment Pilot Program
Authorizes a spring and summer term student enrollment pilot program at the University of Florida for the purpose of aligning student enrollment and the availability of instructional facilities. Authorizes Bright Futures scholarships in the summer for these students.
Transient Student Admission
Authorizes the implementation of a transient student admission application process through the Florida Academic Counseling Tracking for Students system to include admissions, readmissions, financial aid, and transfer of credit functions. Authorizes a fee of $5 to support the system.
Tuition
Provides an exemption from the 30 percent need-based expenditure requirement from the tuition differential fee if the university has covered the entire tuition and fee costs of all resident students who are eligible for need-based aid. Authorizes alternative documentation for tuition fee waivers for Purple Heart veterans. Increases the tuition surcharge for excess hours to 100 percent in excess of 115 percent of the credit hours required for a degree. Requires a block tuition and corresponding out-of-state fee for students enrolled in adult general education courses. Authorizes the California State University to require a transferring student to take additional coursework at the California State University, provided the student is not required to take any more than 60 additional semester units or 90 quarter units at the California State University for majors requiring 120 semester units or 180 quarter units. (Exempts specified high unit majors from this provision upon agreement by the chancellors of the California State University and the California Community Colleges and their respective academic senates.) Prohibits the California State University from requiring a transferring student to repeat courses that are similar to those taken at the community college that counted towards the units required for the associate degree for transfer. Also requires the Legislative Analyst's Office to review and report to the assembly higher education committee, the senate education committee, and the assembly and senate education finance budget subcommittees in the spring of 2012, with an update on the implementation of these provisions. (4) Provide an interim progress report on its review of the aforementioned transfer pathways to the relevant policy and fiscal committees of the legislature by June 30, 2011, and to provide a final report to those committees, with specific findings regarding the University of California's implementation of those transfer pathways, by December 31, 2011.

(12) Encourage private postsecondary institutions to collaborate with public postsecondary institutions in developing programs and agreements to expedite the transfer of students and credits between institutions
(13) Establish an appeals process to resolve disagreements between transferring students and receiving educational institutions regarding the transfer and acceptance of credits earned at another institution
(14) Ensure that all transfer and articulation policies are consistent with the rules and regulations established by all appropriate discipline-specific accrediting bodies and institutional accrediting agencies as recognized by the U.S. Department of Education.
Defines "learning outcomes" as the knowledge, skills and abilities that students have attained as a result of their involvement in a particular set of educational experiences. Adds that any institution applying for a certificate of approval or authorization to operate in the state must specify its accreditation status. Requires new institutions without accreditation from an accrediting authority recognized by the U.S. Department of Education or the Council for Higher Education Accreditation to provide a clearly defined plan to move from candidate to affiliate status. Provides the plan should include the name of the accrediting organization, the basic outline of the accreditation process, and the projected time line for obtaining affiliate status within five years after the date of state higher education board approval, unless the higher education board waives the original time line because it is found to be an unrealistic expectation.
Creates new provision that initial authorization to operate in Illinois for institutions new to the state is for five years. In the fifth year of operation, requires the executive director of the board to direct staff to conduct a review. Provides circumstances under which the board may deny a continuation of the initial approval or offer a limited extension.
Adds a requirement that, prior to submission of the request for approval of a new degree program, the institution seeking approval complete a notice of intent that includes the degree and program name, description of the program, demographics of the intended students and estimated enrollment.
Adds provisions allowing an institution to temporarily suspend a program after receiving state higher education board approval.

The partnership's recommendations are to describe how its recommended assessments fit within the existing system of state achievement tests. Recommendations are due not later than July 30, 2007. Sec. 3301.46 requires the state department and board of regents to propose a standard method and form for documenting on high school transcripts high school credits earned that are compatible with the standards for credit transfer and arcitulation adopted by the board of regents.
Section 3302.032 requires the state board to select one or more methods of measuring high school graduates' preparedness for higher education and the workforce. Measures may include, but need not be limited to, measures such as performance on assessments, percentage of students who earn credit toward a degree while in high school, or the percentage of students who take remedial coursework upon enrollment in an institution of higher education. School district and school report cards must report on each applicable measure but measures do not contribute to district or school rating.
