CASigned into law 08/2010P-12Authorizes a high school's student government to establish a committee of pupils and teachers to develop a survey by which pupils may provide feedback to teachers to improve communication between pupils and
teachers and improve individual classes and teaching methods. Requires that the survey solicit pupil opinion on different aspects of a class and the effectiveness of the teacher of the class. Provides the survey would be provided annually to teachers who would survey the pupils in the classes they teach. Requires that survey responses be confidential and made known only to the teacher whose class is surveyed. Prohibits administrators and school or district officials from viewing or having access to any completed pupil survey without the express written consent of the teacher to whom the survey relates. Prohibits the surveys from becoming part of a teacher's personnel record, from being included in or used to influence the existing teacher evaluation process, and from being used for collective bargaining purposes.

Requires a student or coach to participate in bullying and hazing prevention training before participating in a public school-sponsored athletic program or or extracurricular club or activity. Requires all public school coaches to act consistently with professional standards (as set in administrative rule) in all responsibilities and activities of their assignments. Requires the North Dakota youth council to develop a list of issues and concerns pertinent to residents of this state who have not yet reached the age of twenty-five. The list may include education, health care, employment opportunities, and quality of life issues such as recreation and entertainment. The council, on its own and in conjunction with any guests it elects to invite, is to explore its issues and concerns, review current situations, and develop recommendations for consideration by local, regional, and state-level policymakers. The council is required to provide a report and any recommendations to the legislative council before September 1, 2010.

(4) To hold at least one public hearing each year for the purpose of receiving youth comment on issues of importance to youth and such other meetings at the call of the council chair.
(5) To submit an annual report of its activities, including any recommendations for proposed legislation, to the governor, the senate and house committees on education, and the commission.

Provides for the membership of the council, including the youth voting members and the advisory (nonvoting) members, which must include a member of the senate, a member of the house of representatives, the chairman of the Louisiana Commission on Civic Education, and the state superintendent of education, or his designee.

House Bill 3179-A modifies the current statute and establish the Uniform Athlete Agents Act which provides for the uniform registration, certification, and background check of sports agents seeking to represent student athletes who are or may be eligible to participate in intercollegiate sports. The bill would impose specified contract terms on the agreements and provide educational institutions with the right to notice along with a civil cause of action for damages resulting from a breach of specified duties. The bill would also require the agents to disclose their training, experience, and education, whether they or an associate have been convicted of a felony or crime of moral turpitude,

The school may recommend classroom placement to the parents and provide professional education advice to the parents to assist them in making the best decision for their children's education. A school must provide the placement requested by the children's parent or guardian, unless the school board makes a classroom placement determination following the school principal's request according to this section. The parent or guardian must request the classroom placement no later than 14 days after the first day of each school year or 14 days after the first day of attendance of the children during a school year if the children are enrolled in the school after the school year commences. At the end of the initial grading period, if the school principal, in consultation with the children's classroom teacher, determines that the requested classroom placement is disruptive to the school, the school principal may request that the school board determine the children's classroom placement.

State Board will identify and approve instruments for assessing kindergarten reading readiness and the literacy and reading comprehension level of each pupil in first, second or third grade. No later than the 1998-99 school year, each district must assess on an annual basis the reading readiness or literacy and reading comprehension level of each pupil enrolled in kindergarten, or first, second or third grade using the state assessment. An individual literacy plan formulated for each student if literacy falls below the level established by the state. Students with disabilities are exempt from these requirements, although literacy plans may be incorporated into individual education plans. Each literacy plan shall include: 1) sufficient in school instructional time to develop pupil's reading comprehension skills; 2) an agreement by parents to implement a home reading program to support and coordinate with the school; 3) if necessary, placement of the student in a summer reading tutorial program. District must reassess each individual literacy plan each semester until pupil is reading at or above grade level. Pupil cannot be passed on from third to fourth grade reading classes if score below state reading comprehension level. Districts must report annually on the number and percentage of pupils enrolled in third grade who: 1) read at or above the third grade level; 2) have an individual literacy plan; 3) increase their literacy and reading comprehension by two or more grades during one year of instruction. Legislative Declaration. The General Assembly hereby finds and declares that all pupils can succeed in school if they have the basic skills in reading and writing that are appropriate for their grade levels. The General Assembly further finds and declares that, for success in school, reading is the most important skill, closely followed by writing and mathematics. Accordingly, it is the obligation of the General Assembly, the Department of Education, school districts, schools, educators, and parents or legal guardians to provide pupils with the literacy skills essential for success in school and life. It is the intent of the General Assembly that, after completion of the third grade, no pupil may be placed at a grade level or other level of schooling that requires literacy skills not yet acquired by the pupil. In no case shall a school district permit a pupil to pass from the third grade to the fourth grade for reading classes unless the pupil is assessed as reading at or above the reading comprehension level established by the state board.

Winona State, which in recent years has adopted quality management principles, established a "residential college" within the university and strengthened its technology program.
