ILSigned into law 08/2011P-12Effective June 30, 2012, repeals 105 ILCS 5/21-1a on teacher certification exams. Effective June 30, 2013, repeals statutory provisions on (1) teacher certification, qualifications and issuance of certificates; (2) subject endorsement on teacher certificates; (3) grades of certificates; (4) early childhood certificates; (5) required instruction for all teachers; (6) elementary, special and high school certificates; (7) alternative certification and alternative routes to teacher certification; (8) administrative certification and alternative routes to administrator certification; (9) teacher leader endorsements; (10) principal preparation programs; (11) substitute certificates and substitute teaching; (12) provisional certificates; (13) recognition of certification of teachers from out of state; (14) additional certificates for experienced employed teachers; (15) resident teacher certificates; (16) 105 ILCS 5/21-12 related to printing, seal, signature, credentials for teacher certificates; (17) annual registration fees for certificates; (18) school service personnel certificates; (19) the Illinois Teaching Excellence Program (however, this program is reauthorized in the new Article 21B).

Effective September 2013, repeals statutory provisions related to the Illinois Teacher Corps.

Creates new Article 21B, "Educator Licensure". As summarized in http://www.ift-aft.org/News/DailyNews/11-06-06/Changes_in_Educator_Licensing_Pass_in_SB_1799.aspx:
--Renames the State Teacher Certification Board as the State Educator Preparation and Licensure Board
--Changes the name of the certificate to the Illinois Professional Educator License. Qualified educators will be issued a professional educator license endorsed in each area and grade level for which they are eligible to seek employment in teaching, administration or school service. Each license will be valid for 5 years.
--Streamlines the 66 types of available certificates to 3 types of licenses: the Illinois Professional Educator License, the Professional Educator License with Stipulations and the Substitute Teaching License.. Each will be endorsed in specific content and grade areas. This change will make it easy for each license holder to track his/her qualifications as all endorsements will be on a single license rather than multiple certificates.
--All certificates renewing after July 2012 will be exchanged for Illinois licenses. Hard copy licenses will not be issued but the new credentials can be accessed and printed from the Educator Certification System online.
--The three license system (Initial, Standard, Master certificates) will be eliminated.
--Individuals holding National Board for Professional Teaching Standards (NBPTS) certification will get a National Board for Professional Teaching Standards designation on an existing Professional Educator License. Certification from the National Board for Professional Teaching Standards does not automatically allow an individual to teach in the area for which he/she received NBPTS certification unless the individual also has the appropriate Illinois endorsement. The designation is issued for the same validity period (10 years) as the NBPTS certification. If an individual does not renew his/her NBPTS certification, the designation will be removed from the Professional Educator License.
--New fee structure effective January 2012 for applications for license (for in-state and out-of-state educators), additional endorsements/approvals, and registration per year.
--Effective September 2014, the general administrative endorsement will not be issued. Until July 2015, an individual may convert to a principal endorsement if he/she served at least 1 full year during the last 5 years in a position requiring a general administrative endorsement.
--Substitute teacher licenses are valid for 5 years and may be renewed if the individual has passed a test of basic skills. However, if an individual has had his/her Professional Educator License or Educator License with Stipulations suspended or revoked or has not met the renewal requirements for licensure, the individual is not eligible to obtain a Substitute Teaching License.

HISigned into law 06/2010P-12Makes numerous changes relating to the Hawaii teacher standards board. Requires the board to include expenditure information in its annual report. Authorizes the board to delegate to its executive director, or other designee, any of its powers and duties as it deems reasonable and proper, provided that specified powers and duties may not be delegated. Adds additional licensure renewal requirements and verification of meeting licensure renewal requirements. Requires the board to review implementation of revised license fee collections and determine if fees should be raised; requires that if the board determines by December 2010 that fees should be raised, the board must submit to the legislature no later than 20 days before the regular 2011 session a plan and timetable for increasing the license fees. Requires the board to develop a comprehensive plan for transferring nonessential functions and duties to other agencies, including the department of education, and to submit the plan to the legislature not more than 20 days before the start of the 2011 legislative session. Requires the board to review its teacher license renewal process and determine whether the board should (a) Modify the licensing standards; (b) Modify its approach in determining whether a renewal applicant is in compliance by having satisfied all the standards; or (c) Recommend amendments to section 302A-805(a), Hawaii Revised Statutes, to conform to the board's present requirements for license renewal and thus eliminate the conflict with the statute. Directs the board to submit its findings and recommendations to the legislature no later than 20 days before the start of the regular 2011 session. Provides that the subcommittee must assist the ESB in developing the standards for superintendents and with any additional matters the ESB directs the subcommittee to examine.
3319.612: Establishes the subcommittee on standards for school treasurers and business managers of the ESB. Provides that the subcommittee must assist the educator standards board in developing the standards for school treasurers and business managers and with any additional matters the ESB directs the subcommittee to examine.
3319.63: Requires a local boards employing an individual chosen to participate on either of these ESB subcommittees to grant the individual paid professional leave for the purpose of attending meetings and conducting official subcommittee business.

OHSigned into law 07/2009P-12Amends the membership of the educator standards board (ESB). Specifies that board membership must reflect the diversity of the state in terms of gender, race, ethnic background and geographic distribution. Among other changes, adds to the board an individual employed as a district treasurer or business manager, and a parent of a student currently enrolled in a school run by a school district. Requires that standards board-developed standards for what teachers and principals should know and be able to do must be aligned with the operating standards adopted under division (D)(3) of section 3301.07. Requires that the standards for teachers reflect the standards under section 3301.079 (including standards on collaborative learning environments and interdisciplinary, project-based, real-world learning and differentiated instruction) and the Ohio leadership framework. Requires such standards to ensure that teachers have sufficient knowledge to enable them to provide learning opportunities for all children to succeed. Requires recommended teacher standards to be submitted to the state board by September 2010.

Requires the ESB to develop standards for school district superintendents that reflect what superintendents are expected to know and be able to do at all stages of their careers. Requires that the standards reflect knowledge of systems theory and effective management principles and be aligned with the buckeye association of school administrators standards and the operating standards developed under division (D)(3) of section 3301.07. Similarly requires the ESB to develop standards for school district treasurers and business managers that reflect what these professionals should know and be able to do at all stages of their careers. Requires that these standards reflect knowledge of systems theory and effective management principles and be aligned with the association of school business officials international standards and the operating standards developed under division (D)(3) of section 3301.07 of the Revised Code. Requires standards to ensure that principals, superintendents, school treasurers and school business managers have sufficient knowledge to provide principled, collaborative, foresighted and data-based leadership that will provide learning opportunities for all children to succeed.

Additionally directs the ESB to investigate and make recommendations for the creation, expansion and implementation of building and district leadership academies. Provides that the state superintendent, the chancellor of the Ohio board of regents, or the education standards board itself may request that the educator standards board update, review or reconsider any standards it has developed.

Requires that standards for educator professional development developed by the ESB include standards for the inclusion of local professional development committees established under section 3319.22 of the Revised Code in the planning and design of professional development. Requires the ESB to develop criteria to allow a candidate for a lead professional educator license who is not national board-certified must meet to be considered a lead teacher under Section 3319.22(B)(4)(d). Requires the ESB to develop model teacher and principal evaluation instruments and processes, and for such models to incorporate the ESB-developed standards for teachers. Directs the ESB to develop a method of measuring the academic improvement of individual students over a one-year period and to make recommendations for incorporating the measurement as one of multiple evaluation criteria into (1) Eligibility for a professional educator license, senior professional educator license, lead professional educator license, or principal license; (2) The Ohio teacher residency program; (3) The aforementioned ESB-developed model teacher and principal evaluation instruments and processes.

HIGOVERNOR'S veto overridden by SENATE. *****To HOUSE for concurrence 07/2008P-12Increases the number of licensed teachers regularly engaged in teaching on the Hawaii Teacher Standards Board from six to seven. Specifies that "teachers regularly engaged in teaching" means teachers, school counselors or school librarians who are not assigned the duties of a school administrator. Clarifies nominating procedures for board members. Provides that at least one of these seven members must have completed a nontraditional teacher education program, and that teacher members must hold licenses representative of the range of subject matter and levels (elementary, middle, and high school) taught in public schools. Clarifies that board membership must reflect representation of elementary and secondary school personnel from Oahu and the neighbor islands approximating the proportion of teachers and administrators who work in these areas. Provides that the school administrator members of the Hawaii teacher standards board must be administrators assigned to elementary, middle, and high schools.

Directs the Hawaii Teacher Standards Board and partner agencies to determine a mutually acceptable data transfer method for the exchange of data in the electronic licensing system. Authorizes the Hawaii Teacher Standards Board to coordinate an effort to create a network incorporating the teacher education institutions and the department of education to support the free interchange of information valuable to all of the participating organizations.

Increases accountability by requiring the Hawaii Teacher Standards Board annual report on board operations to the governor and legislature to include information on income and expenditures. Also requires the board to submit to the governor and legislature a summary report with data from the previous five years of the Hawaii teacher standards board's accomplishment of objectives, efforts to improve or maintain teacher quality, and efforts to keep its operations responsive and efficient.

Changes from annual to every three years frequency with which the executive director of the board of educational examiners must submit findings and recommendations to the legislature based on the director's review of the administrative rules.

Provides that the two public members on the board of educational examiners on the effective date of this Act will continue to serve as public members of the board until April 30, 2007. On May 1, 2007, the director of the department of education shall commence service on the

Removes authority to oversee teacher licensing from the state board of education. Creates the Vermont standards board for professional educators to:
(1)  Adopt rules with respect to the licensing of teachers and administrators, and of speech-language pathologists and audiologists;
(2)  Establish standards for educator preparation programs in Vermont and approve those that meet the standards;
(3)  Establish standards, including endorsements, according to which individuals may obtain a license or have one renewed or reinstated;
(4)  Oversee and monitor the application and licensing process administered by the office; and
(5)  Develop a code of professional ethics and act as advisor to professional educators regarding its interpretation.

Lists causes for licensing action. Includes provisions related to reports of alleged unprofessional conduct or incompetence and investigating such reports; hearing panels; the conduct of hearings; appeals; and accessibility and confidentiality of licensing matters.

Directs the commissioner of education to issue annually a report to the standards board including:
(1)  the number of new licensees and endorsements they receive, the number of licenses that have lapsed without renewal, and the total number of licensees;
(2)  a summary of all complaints requiring preliminary review, formal investigation and formal charges; and

Transfers from the state professional standards board to the department sole authority and responsibility for making recommendations concerning and governing teacher training education and teacher licensing matters. Adds professional development to these transferred responsibilities.

Gives the state superintendent authority to appoint the director of the advisory board, who shall be known as the secretary of professional standards. Requires the advisory board, before publishing notice of the intent to adopt a rule, to submit the proposed rule to the state superintendent for approval. Grants the state superintendent power to reject rules submitted for approval by the advisory board.

Creates the professional standards fund to be administered by the department. States that money in the fund does not revert to the state general fund at the end of a state fiscal year.

Requires the department to work with teacher education schools and departments to develop a system of teacher education that ensures individuals who graduate from the schools and departments are able to meet the highest professional standards.

Section 234 clarifies the transition from the professional standards board to the department of education.
