Requires that the review include, but not be limited to:
a. studying teacher recruitment and performance, including incentives to keep the best teachers, and the teacher preparation, certification and evaluation systems;
b. analyzing factors that support P-12 student achievement to ensure all students are on track to graduate from high school ready for college, careers, and active citizenship;
c. evaluating education funding, distribution of state aid, and operating costs to identify efficiencies in spending while maintaining the quality of educational programs, including special education;
d. increasing parent and family engagement, including examining the school calendar and district-level policies that increase parental involvement;
e. examining the unique issues faced by high-need urban and rural districts, including comparing best practices and identifying the different services that these districts might require to be successful;
f. analyzing the availability of technology and its best use in the classroom, including the accessibility of, and obstacles to, using technology in the classroom in light of the requirements and demands of the job market to best prepare our students; and
g. examining the overall structure of the state's education system to determine whether it meets students' needs while respecting the taxpayer.
Directs the commission to compare student achievement outcomes with education spending, focusing on districts that generate higher than average achievement per dollars spent, including high-need districts that are providing students with the opportunity to receive a sound basic education, and identifying how districts can boost student achievement without increasing spending. Directs the commission to submit preliminary recommendations by December 2012, and final recommendations by September 2013, at which time the commission will terminate its work.

Provides the loan will be forgiven if the participant teaches in a Kentucky public or certified nonpublic school for one year within the three years following the awarding of the loan. Also provides a stipend, equal to the loan award amount, for each individual who completes a summer institute. Provides that grant recipients and school districts may offer financial incentives to potential participants and individuals who complete an institute from fund sources other than the grant funds.
Provides that teachers' professional growth fund may be used to provide teachers with professional development that may lead to additional certification endorsements or renewal of certification. Adds that the professional development programs for which teachers may receive support from the fund must provide teacher participants with the opportunity to obtain certificate endorsements or extensions in critical shortage areas, with priority given to math and science through 2016, and in core content areas to their existing certifications through the TC-HQ process, established by the education professional standards board to meet the requirements of the No Child Left Behind Act. Establishes a public-private partnership to develop, pilot, and implement the Washington State Leadership Academy to enhance leadership skills of school and district administrators.
The partnership will include the Office of the Superintendent of Public Instruction (OSPI), the associations of school principals, the Professional Educator Standards Board (PESB), institutions of higher education, nonprofit foundations, the Educational Service Districts (ESDs), the state school business officers' association, and other entities identified by the partners. The partners must designate an independent organization to act as a fiscal agent and establish a board of directors. The board of directors of the academy must make recommendations for changes in superintendent and principal preparation programs, the administrator licensure system, and continuing education requirements. Initial development of the courses and activities must be supported by private funds. The board of directors must report to OSPI semiannually on financial contributions and annually on services, participants, and plans for future development. Within specified timelines, the PESB must complete the following tasks: adopt new math knowledge and skill standards for all individuals seeking an initial teaching certificate; adopt new teacher certification requirements addressing mathematics content for elementary or middle school teachers and high school mathematics teachers; set performance standards and develop a uniform, externally administered professional-level teacher certification assessment; and review and revise teacher preparation program requirements to focus on diversity in cultural knowledge and respect. The Recruiting Diverse Washington Teachers Program is established to recruit and provide training and support for diverse high school students to enter the teaching profession, including targeted recruitment; academic and community support services for students to help them overcome possible barriers, such as tutoring, advising, and mentoring; and camps and workshops on college campuses. The program will be administered by the PESB.

Requires a preliminary study to measure the cost and effectiveness in raising student achievement of a compensation system that provides financial incentives based on student performance. Beginning July 1, 2006, requires the commission to gather sufficient information to identify a pay-for-performance program based on student achievement gains and global content standards where student achievement gains cannot be easily measured. Directs the commission to review pay-for-performance programs in both the public and private sector. Based on this information, requires the commission to design a program utilizing both individual and group incentive components. Requires at least half of any available funding identified by the commission to be designated for individual incentives. Commencing with the school year beginning July 1, 2007, requires the commission to initiate demonstration projects, in selected kindergarten through grade twelve schools, to test the effectiveness of the pay-for-performance program. Directs the commission to select 10 school districts as demonstration projects. To the extent practicable, requires participants to represent geographically distinct rural, urban, and suburban areas of the state. Requires the commission, beginning in the 2008-2009 school year, to select twenty additional school districts as demonstration projects.
Requires the commission to prepare an interim report by January 15, 2007, followed by interim progress reports annually, followed by a final study report analyzing the effectiveness of pay-for-performance in raising student achievement levels. Requires the final study report to be completed no later than six months after the completion of the demonstration projects. Directs the general assembly to consider implementing the pay-for-performance program statewide for the 2009-2010 school year.
Governor vetoed provisions establishing a pay-for-performance commission to design and implement a pay-for-performance program and provide a study relating to teacher and staff compensation containing a pay-for-performance component. Governor directs the Institute for Tomorrow's Workforce to take the lead on this study. Governor likewise vetoed provisions directing the department to create a teacher remediation program to provide counseling and assistance for teachers whose students do not demonstrate adequate increases in achievement.

Community College | Appropriates funds for support of the Ohio Core Program. Funds will be used to:
(1) Support the participation of teachers licensed in Ohio and mid-career professionals not currently employed by a school district or licensed to teach at the primary or secondary education levels in a twelve-month intensive training program that leads to teacher licensure in a laboratory-based science, advanced mathematics, or foreign language field at the secondary education level and employment with an Ohio school district;
(2) Support alternative teacher licensure programs developed by educational service centers, in partnership with institutions of higher education. Participants shall be teachers licensed in Ohio and mid-career professionals not currently employed by a school district or licensed to teach at the primary or secondary education levels. Programs shall be consistent with the State Board of Education's alternative licensure requirements;
(3) Obtain contracted instruction with institutions of higher education in mathematics, science, or foreign language for high school students that results in dual high school and college credit. Costs shall be based upon reasonable expenses that institutions of higher education could incur for faculty, supplies, and other associated costs.
(4) Implement and support the Ohio Students Choosing On-line Resources for Educational Success Initiative that increases the educational options available for students in mathematics, advanced laboratory-based science, and foreign language. The eTech Ohio Commission shall work collaboratively with the Department of Education and the Board of Regents on this initiative.
(5) Support up to 10 regional summer academies that focus on foreign language, science, mathematics, engineering, and technology and prepare 11th and 12th grades to pursue college-level foreign language, mathematics, science, technology and engineering, with a focus on secondary teaching in these disciplines. Successful completion of these academics shall result in dual high school and college credits. Costs shall be based upon reasonable expenses, as determined by the Board of Regents, that institutions of higher education could incur for faculty, supplies, and other associated costs.

The disparities can be found in the average years of experience, the median salary, and the performance of the teachers on teacher certification examinations. It is the intent of the Legislature that district school boards have flexibility through the collective bargaining process to assign teachers more equitably across the schools in the district.
School districts may not assign a higher percentage than the school district average of first-time teachers, temporarily certified teachers, teachers in need of improvement, or out-of-field teachers to schools with above the school district average of minority and economically disadvantaged students or schools that are graded "D" or "F." Each school district must annually certify to the Commissioner of Education that this requirement has been met. If the commissioner determines that a school district is not in compliance, the State
Board of Education will be notified and take action.
INCENTIVES District school boards are authorized to provide salary incentives to meet this requirement. A district school board may not sign a collective bargaining agreement that precludes the school district from providing sufficient incentives to meet this requirement.
Schools graded "D" or "F" must annually report their teacher-retention rate. Included in this report shall be reasons listed for leaving by each teacher who left the school for any reason.

(1) the number of new licensees and endorsements they receive, the number of licenses that have lapsed without renewal, and the total number of licensees;

--programs seek to attract diverse teacher candidates reflecting the diversity of students in hard-to-staff schools;
--the plan of work for the program include specific strategies for overcoming known barriers faced by the targeted schools in retaining qualified teachers as well as barriers faced by the individuals who make up the cohort to be enrolled in the program;
--faculty and relevant staff of the institution are knowledgeable regarding the needs of hard-to-staff schools and the specific issues that candidates from non-traditional backgrounds encounter when attempting to complete preparation for teaching careers;
--the community organization that is a member of the consortium has conducted projects or initiatives with a specific focus on involving parents and others in school improvement, either in the targeted schools or schools with similar characteristics, and has the capacity to recruit candidates for and support them as they progress through the program.
Requires the State Superintendent of Education to approve proposals for funding and make final determinations regarding the amounts to be provided based on specified criteria.
Establishes requirements and procedures for continuation of implementation funding.
During Fiscal Year 2006, requires the State Superintendent of Education to invite proposals from existing entities already engaged in teacher preparation initiatives whose principal features are congruent with those established the Act. Allows one or more entities whose proposals demonstrate that an eligible consortium exists and that a cohort of eligible candidates is being prepared for service in hard-to-staff positions or schools to receive implementation funding in accordance with an approved proposal and budget, depending upon the preparation status of the candidates, the amounts requested, and the availability of funding.
Establishes procedures for awarding planning grants.
Provides loans of up to $25,000 to candidates in Grow Your Own programs to complete their teacher training. States that any candidate who completes 5 years of service in a hard-to-staff school or hard-to-staff teaching position will be fully forgiven. However, if an individual has not assumed employment in a hard-to-staff school or position within two years after receiving a teaching certificate, the individual shall be required to begin the repayment (without interest) of amounts loaned through the program.

The legislature also finds that school districts and public employers must plan to meet their future workforce needs without reliance on retired workers. In extending the termination date of the reemployment provisions, it is the intent of the legislature to allow school districts and public employers to continue to use this management tool, while developing plans that address the knowledge, skills, and abilities that need to be transferred or developed to assure the work can be accomplished when the reemployment provisions terminate. It is the intent of the legislature that all participation in the retiree reemployment provisions by employers and reemployed retirees will end on July 1, 2009, unless that date is extended by law. The legislature also finds that there have been unintended consequences resulting from iplementation of the retiree reemployment provisions, including an increase in the unfunded liability of the retirement systems and the failure to realize savings in the health expenses of the retirement systems as a result of the practice of some employers of withdrawing health and medical coverage for reemployed retirees. It is the intent of the legislature that employers that benefit from the provisions of the retiree reemployment provisions pay any increase in unfunded liability that results to the retirement systems and that employers provide reemployed retirees with the same health and medical benefits provided to other active employees. A teacher hired to work as a full-time teacher who makes the election to continue to receive benefit payments may not receive retirement medical benefits during reemployment but, instead, is to be covered under the medical coverage provided by the employer to active teachers. Section 2: Creates a new section establishing the Hawaii teacher cadet program fund, originally a department initiative, as a separate fund of the Hawaii Alliance for Future Teachers, a nonprofit organization. Authorizes the alliance to expend funds to establish partnerships with organizations or private vendors to encourage high school students with teaching potential to consider teaching as a career. Establishes and sets responsibilities for the Hawaii teacher cadet program advisory board.
Section 3: Requires the University of Hawaii to review its admission policies for the college of education.
Section 4: Requires the University of Hawaii to review its college of education's admission standards and consider allowing
incoming freshman to declare education as their major and enable them to graduate within four years.
Section 5: Requires the University of Hawaii to increase the full time equivalent teacher education faculty positions by 5 additional full-time equivalent positions each year until fiscal year 2014-2015, to allow the number of participants who complete the program to increase by one hundred per cent over the year 2004 total.
Section 6: Establishes need to eliminate specified barriers to interest in and entry of the teaching profession.
Section 7-8: Mandates that the department establish policies, procedures, technology, and accountability measures to ensure that newly hired employees receive timely and accurate wages. Establishes an alternate option if the department is unable to pay the total wages due a newly hired employee. Requires the department to establish rules by December 31, 2005 to implement these changes.
Section 9: Requires the department to provide each newly hired teacher with the new teacher orientation handbook to serve as a reference guide and provide the new employees with information on:
(1) Professional development and incentive programs;
(2) License requirements; and
(3) Other useful information to assist new teachers with their familiarity of the department's organization and educational system.
Section 10: Requires the department to establish a standardized statewide teacher induction program for every newly hired teacher. Requires the program to ensure that the new teacher to mentor ratio does not exceed 15:1 and that all mentors are specially skilled and trained to work effectively with newly hired teachers as determined by the department.
Section 11: Establishes legislative intent to improve student achievement by adopting policies that promote teacher quality.
Section 12: Requires the state board to adopt policies to:
(1) Develop a plan for licensing more individuals with practical experience for teaching in vocational/technical programs;
(2) Develop a plan to accept teachers from any state as long as they have completed state-approved teacher education programs and pass relevant Hawaii teacher examinations or their equivalent;
(3) Clarify the requirements, on a state-by-state basis, for out-of-state licensed teachers to obtain a license in Hawaii;
(4) Develop a plan to facilitate licensing for those who intend to teach in Hawaii immersion programs, the island of Niihau, or any other extraordinory situation as defined by the superindent or the superintendent's designee; and
(5) Pursue full teacher license reciprocity with the mid-Atlantic states, California, Colorado, Illinois, Michigan, New York, Oregon, and Washington.
Section 13: Requires the Hawaii Teacher Standards Board to submit to the legislature a report of its progress and recommendations regarding its licensing standards and development of its policies before the 2006 regular session.
Section 14: Requires the Hawaii Teacher Standards Board to review alternative licensing requirements to replace the PRAXIS examination requirement. Requires the review of alternative requirements to include to the consideration of requiring a minimum amount of years of teaching experience to replace the PRAXIS examination requirement.
Section 15: Authorizes the conversion of Hawaii teacher standards board's nine temporary positions to nine permanent full-time equivalent positions.

(2) Advising the state treasurer on the implementation of the panel's recommendations.

(4) Developing recommendations to disseminate information regarding the program to eligible teachers.
(5) Developing recommendations to promote the program.
(6) Recommending rules and regulations for program implementation and administration.
(7) Meeting at least quarterly.
(8) Submitting an annual report, including proposed legislation if necessary, to the state treasurer, governor, and the legislature at least 30
days prior to each regular legislative session.
States that each appointment to the advisory panel by the governor and the state superintendent of education are subject to senate approval and that such members shall serve terms concurrent with the governor's.

States that upon earning dual certification under the Dual Certification Incentive Program, the dually certified classroom teacher must be paid a bonus of $3,000 each school year that the teacher: (A) Is employed full-time as a classroom teacher in an Arkansas public school district; and (B) Is teaching no fewer than two class periods in each of the different subject matter areas for which he or she received certification. Specifies circumstances under which an individual must lose eligibility for the annual incentive bonus.
States that the first priority for the award of funds under the Teacher Opportunity Program is the award of scholarships under the Dual Certification Incentive Program, and that any funds remaining after all awards are made under the Dual Certification Incentive Program may be made for specified other needs. Requires the department of higher education to determine priorities, based on the needs of the state, for awarding grants in the event there are more applicants than funds available.

(f) Statewide institutes that prepare cadres of mathematics leaders in local school districts, which may include highly skilled retired mathematics teachers, to serve as coaches and mentors in districts and schools;
(g) Cohesive continuing education options for experienced mathematics classroom teachers;
(h) Closing the student achievement gap among various student subpopulations;
(i) Curriculum expectations and assessments of students among the various school levels, prekindergarten, primary, elementary, middle, and high school;
(j) Content standards for adult education centers providing mathematics curricula;
(k) Introductory postsecondary education mathematics courses that are appropriate to the wide array of academic programs and majors;
(l) Research to analyze further the issues of transition from high school or GED programs to postsecondary education mathematics; and
(m) The early mathematics testing program under KRS 158.803.
Other factors may be included in the strategic plan as deemed appropriate by the committee to improve mathematics achievement of Kentucky students.
Requires the committee to (a) Design a statewide professional development program that includes summer mathematics institutes at colleges and universities, follow-up, and school-based support services, beginning no later than June 1, 2006, to prepare teams of teachers as coaches and mentors of mathematics at all school levels to improve student achievement. Specifies areas the design must address. (b) Require schools and districts approved to have participants in the mathematics leader institutes to provide specified assurances to support institute participants and students who need modified instructional and intervention services in math.
Establishes committee membership, terms, chairmanship, attachmetn to Kentucky Department of Education, and responsibilities. Specifies that the committee must:
(a) Present a draft strategic plan addressing the requirements in subsection (1) of this section and other issues that arose during the work of the committee to the Education Assessment and Accountability Review Subcommittee no later than August 2005;
(b) Present the strategic plan for improving mathematics achievement to the Interim Joint Committee on Education by July 15, 2006, which shall include any recommendations that require legislative action; and
(c) Provide a final written report of committee activities to the Interim Joint Committee on Education and the Legislative Research Commission by December 1, 2006.
Also specifies that the committee will have ongoing responsibility for providing advice and guidance to policymakers in the development of statewide policies and in the identification and allocation of resources to improve mathematics achievement. In carrying out this responsibility, the committee must periodically review the strategic plan and make modifications as deemed appropriate and report those to the Interim Joint Committee on Education.
Mandates that the committee collaborate with the Center for Mathematics to ensure that there is ongoing identification of research-based intervention programs for K-12 students who have fallen behind in mathematics, rigorous mathematics curricula that prepare students for the next level of schooling, research-based professional development models that prepare teachers in mathematics and pedagogy, and strategies for closing the gap between high school or GED and postsecondary mathematics preparation.

Program teachers must teach in subject in which he or she is certified and which subject has been identified by the state board as critical to the school's recovery, and must meet one of the following criteria: 1) Have graduated from a nationally or regionally accredited teacher training program with at least a 3.0 grade point average (on a 4.0 scale), have passed the state teachers' test, meet the federal requirements for a highly qualified teacher in a Title I school and have held a valid Louisiana teaching certificate for less than two years immediately preceding the execution of a teaching contract with a board for participation in the program; or 2) Have at least four years of teaching experience, have a valid Louisiana teaching certificate in the subject area or areas in which the applicant is contracted to teach and meet the federal requirements for a highly qualified teacher in a Title I school. In addition, all applicants must submit to a criminal background check, meet all other state teacher certification requirements and adhere to all local board employment contract provisions. Specifies that if at any time there is a lack of funding to provide for the participation of all eligible applicants, including those already participating in the program, first priority must be given to the best qualified teachers already participating in the program, then to the best qualified new applicants. Establishes $4,000 incentive payment in first year for every eligible applicant who meets the requirements of 1) above, and $4,000 every year for the next three consecutive years if the local board decides the teacher's performance and adequate program funding warrant continuing the participant in the program. If the participant meets the qualifications under 2) above, the participant is to receive $6,000 a year. Forbids any program participant from receiving any incentive payment for more than four consecutive years or receiving more than $24,000 over such four-year period. Allows any program participant who has incurred federal student loan debt prior to program participation to choose to apply program payments to the loan debt, such that the administering agency forwards the participant-designated amount, up to the maximum due the participant, to the holder of the federal student loan. Requires every participant to sign a contract stipulating that the participant agrees to pay the state the amount of the incentive payment received for any program year in which the participant does not teach the full year unless the debt is partially or fully forgiven by the administering agency for justifiable cause as established by the administering agency. Requires program to be administered by the Louisiana Student Financial Assistance Commission, which must adopt regulations governing specified areas of the program. Allows the commission to seek, accept and spend funds from any source, including foundations and the private sector, as well as any federal or other governmental funding, to implement the program.
Requires the state board of elementary and secondary education to annually submit a report to the commission identifying 1) every school designated a failing school and every rural school not designated as failing but located in a disadvantaged geographical area; 2) the number of certified and highly qualified teachers needed in every failing school and every rural school in a disadvantaged geographical area to teach subject areas the board has designated as critical to the improvement of student performance and the school's recovery; 3) the order of priority in which failing schools and rurla schools in disadvantaged geographical areas may be allocated program teaching positions.
Requires the state board to submit a written report by March 1, 2008 to the house and senate education committees on board-collected data, to determine whether significant student test score improvements were made by students who were taught by teachers in the program and whether these improvements justify continuation of the program.
Requires every local board allocated a program position by the commission to employ a person to fill a critical classroom teaching position. if the board does not employ a qualified applicant within a prescribed period, the board must return its program allocation to the commission for reallocation.
Requires every college of education at any public postsecondary institution in the state to encourage teacher education students to participate in the program.

ANOTHER SECTION OF STATE STATUTES IS MODIFIED IN THE SAME BILL (this section differs slightly from the one above): Allows a retired certificated teacher receiving a retirement benefit from the retirement system to teach full-time for a district for up to two years without losing his or her retirement benefit, provided that the district has a shortage of certified teachers, as determined by the district. The total number of such retired certificated teachers shall not exceed, at any one time, the lesser of ten percent of the total teacher staff for that district, or five certificated teachers. Allows a person receiving a retirement benefit to be employed full-time for up to two years for a district covered by such retirement system, without losing his or her retirement benefit, provided that the district has a shortage of noncertificated employees, as determined by the district. The total number of such retired noncertificated employees shall not exceed, at any one time, the lesser of ten percent of the total noncertificated staff for that district, or five employees. Requires the employer's contribution rate to be paid by the hiring district.
