CASigned into law 09/2012P-12Primarmily from bill summary: Defines "disconnected and disadvantaged youth" for purposes of these provisions to include, but not be limited to, homeless youth between the ages of 18-24, youth with disabilities, youth who are from minority racial or ethnic groups, youth who are in or have been emancipated from foster care, youth who have been in or are on parole from the juvenile justice system, youth who are from low-income households, youth who are high school dropouts or are at risk of dropping out of school, youth who are pregnant or are young mothers, and other youth.

Establishes the California Youth Leadership Project under the department of education for the purpose of supporting and promoting youth civic engagement by awarding scholarships to youth ages 14-18, in accordance with specified criteria, for youth and civic engagement programs to improve the quality of life for California's disconnected and disadvantaged youth. Creates the California Youth Leadership Project Committee, to be chaired by the superintendent of public instruction and be composed of specified appointed members. Authorizes the committee to enter into an interagency agreement with the department to carry out necessary administrative functions. Charges the committee with determining when there are sufficient funds to support the program, and if it determines that there are insufficient funds to cover all costs, the activities of the project would cease.

Creates in the State Treasury the California Youth Leadership Fund to receive contributions from tax return designations to support the California Youth Leadership Project. Allocates all moneys transferred to the California Youth Leadership Fund, upon appropriation by the legislature, to the Franchise Tax Board and the Controller for the reimbursement of costs incurred, and to the department to provide for the California Youth Leadership Project. Provides for the repeal of this contribution provision for this fund on January 1 of the 5th taxable year following the first appearance of the California Youth Leadership Fund on the tax return or on January 1 of an earlier calendar year, if the Franchise Tax Board estimates that the annual contribution amount will be less than $250,000, or an adjusted amount, for subsequent taxable years. Authorizes the

OHSigned into law 03/2012P-12Directs the state board to incorporate into the grades 4-12 social studies standards content regarding the Declaration of Independence, the Northwest Ordinance, the U.S. Constitution and its amendments, with emphasis on the Bill of Rights, and the Ohio Constitution, and to revise the model curricula and assessments to reflect the additional American history and American government content. Directs the state board to make available a list of suggested grade-appropriate supplemental readings that teachers may use as a resource to assist students. Replaces references to social studies end-of-course (EOCs) exams with references to EOCs in American history and American government. By July 2013, requires each local board to adopt interim EOCs to assess mastery of American history and American government standards. Requires all high schools to use such EOCs until the state superintendent and chancellor of the board of regents select EOCs in American history and American government. By July 2014, requires the state superintendent and chancellor to select EOCs in American history and American government.

Revises high school graduation requirements to require one-half unit each of American history and government (legislation previously required one unit of "American history and government". Revises prerequisite provisions on certain social studies courses to allow demonstrated mastery to substitute for basic instruction. Effective with entering 9th graders in the 2012-13 school year, requires American history and American government to include the aforementioned documents to be incorporated in state standards (Declaration of Independence and ff.). Specifies that a valid educator license for teaching social studies in the
applicable grade must be considered sufficient to teach the additional American history and American government content. Directs the state board, by July 2012, to review the revised code and recommend legislation to make changes necessary to fully implement additional American history and American government content. Specifies that nothing limits the ability of a district or public or nonpublic school to offer specified academic content through summer school, online, or any other method offered by the district or school.

Provides for a acount in the legislative fund for gifts, grants, donations and legislative appropriations may be deposited and expenses and operations of the Youth Legislature are paid. Increases the term of a member of the Youth Legislature from 1 to 2 years, with the possibility of a single, successive 2-year reappointment if the member continues to meet thequalifications for initial appointment. Expands the eligibility requirements to allow pupils in grade 9 to apply for appointment to the Youth Legislature. The position of a member of the Youth Legislature becomes vacant upon the unexcused absense of the member from any two official, scheduled meetings, courses, events, seminars or activities of the Youth Legislature. A vacancy on the Youth Legislature must be filled within 30 days after the date on which the vacancy occurs.

The Board will comply with the provisions of the National and Community Services Trust Act of 1993 and to advise the Governor and Cabinet Secretaries on matters related to promotion and development of national service in the Commonwealth of Virginia. Board duties include:
1. Advising the Governor, the Secretaries of Health and Human Resources, Education, Natural Resources, the Assistant to the Governor for Commonwealth Preparedness, the Commissioner of the Department of Social Services, on national and community service programs in Virginia and on fulfilling the responsibilities and duties prescribed by the federal Corporation for National Service.  
2. To advise the Governor, the Secretaries of Health and Human Resources, Education, Natural Resources, the Assistant to the Governor for Commonwealth Preparedness, the Commissioner of the Department of Social Services, and other appropriate officials, on the development, implementation, and evaluation of Virginia's Unified State Plan that outlines strategies for supporting and expanding national and community service throughout the Commonwealth.

Each school district is required to permit a principal or teacher to use, read, or post in a public school building, classroom, or at any public school event any excerpts or portions of the documents, writings, speeches, proclamations, or records relating to the history, heritage, or foundation of the United States or the State of Oklahoma including, but not limited to, the:
1. Mayflower Compact;
2. Declaration of Independence;
3. Constitutions of the United States and the State of Oklahoma;
4. Federalist Papers;
5. Pledge of Allegiance;
6. National anthem;
7. Presidential records and speeches;
8. Acts and published records of Congress; and
9. United States Supreme Court decisions and records.
School districts may not limit or restrain instruction in American or Oklahoma state history or heritage based on religious references in documents, writings, speeches, proclamations, or the materials. These and any other materials shall be used for educational purposes only and not to establish or promote any religion. States that students may voluntarily choose to read, write, share, report, or otherwise study a topic which is religious in nature provided other students are provided with the same opportunity to freely choose a topic.

Provides that the Early Learning Council must have primary responsibility for development of a five-year strategic plan for children age birth to five, and that the commission on children and youth must develop a comprehensive 5-year strategic plan for providing services to children, youth and young adults ages birth to 24. Requires that the commission's plan include specific recommendations to achieve specified outcomes related to preventive health, education completion, workforce development, social and emotional development, and civic engagement. Requires the commission to provide an interim report to the governor and general assembly by December 31, 2009. Requires that draft strategic plan be submitted to the governor and general assembly by December 31, 2010, and that a final strategic plan be submitted to the same by June 1, 2011. UTAdopted 03/2008P-12Provides that all charter schools (and schools if district does not have districtwide plan) must develop a school-wide written model for prevention and intervention for student behavior management and discipline procedures for students who habitually disrupt school environments and processes (the "plan"). Requires plan to include:
(1) written standards for student behavior expectations, including school and classroom management
(2) effective instructional practices for teaching student expectations, including self-discipline, citizenship, civic skills and social skills
(3) systematic methods for reinforcement of expected behaviors and uniform methods for correction of student behavior
(4) uniform methods for at least annual school level data-based evaluations of efficiency and effectiveness.
(5) an ongoing staff development program related to of student behavior expectations, effective instructional practices for teaching and reinforcing behavior expectations, effective intervention strategies, and effective strategies for evaluation of the efficiency and effectiveness of interventions.

Adds parents to role groups for whom training in anti-bullying awareness and intervention strategies must be offered.

Requires student assessments of the prevalence of bullying in schools to be conducted not just at the district level but also at the school and charter school level. Extends school staff who must receive anti-bullying awareness and intervention skills to include custodians, kitchen and lunchroom workers, and secretaries.

Requires each plan to also provide direction to school districts for dealing with disruptive students. This part of the plan must:
(1) direct schools to determine the range of behaviors and establish the continuum of administrative procedures that may be used by school personnel to address the behavior of habitually disruptive students
(2) provide for identification, by position(s), of individual(s) designated to issue notices of disruptive student behavior
(3) provide for documentation of disruptive student behavior prior to referral of disruptive students to juvenile court.
 
Directs districts, schools and charter schools to implement strategies and policies consistent with their plans, and to develop, use and monitor a continuum of intervention strategies--including teaching student behavior expectations, reinforcing student behavior expectations, re-teaching behavior expectations, followed by effective, evidence-based interventions matched to student needs prior to administrative referral--to assist students whose behavior repeatedly falls short of expectations.

Provides that, as part of any suspension or expulsion process that results in court involvement, once a school district, school or charter school receives information from the courts that disruptive student behavior will result in court action, the school district, school or charter school must provide a formal written assessment of habitually disruptive students. Requires that assessment information be used to connect parents and students with supportive school and community resources.

Requires districts, schools and charter schools to provide procedures for qualifying minors and their parents to participate in decisions regarding consequences for disruptive student behavior. Requires policies to provide for notice to parents and information about resources available to assist parents in resolving school-age minors' disruptive behavior. Requires policies to provide for notices of disruptive behavior to be issued by schools to qualifying minor(s) and parent(s) consistent with:
(1) numbers of disruptions and timelines set in statute
(2) school resources available
(3) cooperation from the appropriate juvenile court in accessing student school records, including attendance, grades, behavioral reports and other available student school data.

Requires policies to provide due process procedures for minors and parents to contest allegations and citations of disruptive student behavior.

Directs the state office of education to develop, review regularly and provide to local school boards and charter school governing boards model policies to address disruptive student behavior and appropriate consequences.

(1) Inform school districts, accredited nonpublic schools, and area education agencies of the Iowa studies professional development plan;
(2) Develop partnerships with organizations such as nonprofit history or humanities organizations, civic organizations, libraries, and the business community to support and promote Iowa studies statewide;
(3) Establish evaluation criteria for the Iowa studies professional development plan, including teacher and student evaluation and curriculum and plan effectiveness, which may include a survey of student participation in civic activities and involvement in the election process.
(4) Develop a strategy and plan to implement the Iowa studies professional development plan and curriculum in a limited number of schools and area education agencies across the state. Specifies that participation by a school or area education agency must be voluntary, but that a school or area education agency selected to participate in the plan must agree to participate in the evaluation component conducted by the Iowa studies committee.

Establishes membership of the Iowa studies committee. Requires the committee to:
a. Conduct an evaluation of the Iowa studies professional development plan using the evaluation criteria established by the committee.
b. Submit, for school years ending on or before June 30, 2009, an annual status report on the utilization of the Iowa studies professional development plan in school districts and accredited nonpublic schools to the chairpersons and ranking members of the senate and house committees on education. This report must include the number of schools utilizing the plan.
c. Submit its findings and recommendations in a final report based upon the evaluation data to the chairpersons and ranking members of the senate and house committees on education by January 15, 2010.

Provides that, beginning with the 2008-09 school year, school districts shall require students in the fourth or fifth grades, the seventh or eighth grades, and the eleventh or twelfth grades to each complete at least one classroom-based assessment in civics. The civics assessment shall be selected from a list of classroom-based assessments approved by the office of the superintendent of public instruction. Beginning with the 2008-09 school year, school districts shall annuallyubmit implementation verification reports to the office of the superintendent of public instruction documenting the use of the classroom-based assessments in civics. Appropriates the sum of twenty-five thousand dollars, or as much thereof as may be necessary, for the fiscal year ending June 30, 2007, from the general fund to the superintendent of public instruction.

Adds a new chapter (59) establishing the South Carolina Education and Economic Development Act. Provides for the development of a curriculum organized around a career cluster system that must provide students with both strong academics and real-world problem solving skills. During the 2005-06 school year, the department of education must develop a guidance and counseling model that provides standards and strategies for school districts to use and follow in developing and implementing a comprehensive guidance and counseling program for pre-kindergarten through 12th grade students in their districts. Before July 1, 2006, the department of education is required to develop state models and prototypes for individual graduation plans and the curriculum framework for career clusters of study. Beginning with the 2006-07 school year, counseling and career awareness programs on clusters of study must be provided to students in the sixth, seventh, and eighth grades, and they must receive career interest inventories and information to assist them in the career decision-making process. Before the end of the second semester of the eighth grade, eighth grade students in consultation with their parents, guardians, or individuals appointed by the parents or guardians to serve as their designee shall select a preferred cluster of study and develop an individual graduation plan. By the 2006-07 school year, middle schools and by 2007-08 high schools shall provide students with the services of a career specialist who has obtained a bachelor's degree and who has successfully completed the national Career Development Facilitator (CDF) certification training or certified guidance counselor having completed the Career Development Facilitator certification training.Provides for the traits that must be incorporated into school board policies addressing character education. Expands the report card to include dropout data. Establishes and sets membership for the Education and Economic Development Coordinating Council. Sets the functions as:
(1)    advise the Department of Education on the implementation of this chapter;
(2)    review accountability and performance measures for implementation of this chapter;
(3)    designate and oversee the coordination and establishment of the regional centers;
(4)    report annually by December first to the Governor, the General Assembly, the state board and other appropriate governing boards on the progress, results, and compliance with the provisions of this chapter and its ability to provide a better prepared workforce and student success in postsecondary education;
(5)    make recommendations to the department of education for the development and implementation of a communication and marketing plan to promote statewide awareness of the provisions of this chapter; and

Required dropout prevention programs to employ diagnostic and assessment procedures. The educational program must provide character and law education, along with curricula and related services. Dropout prevention programs are expanded to include eligible students in grades 1 through 3. Department will provide one-year startup grants for districts seeking partnerships with private nonprofit or for-profit providers or public entities to start second chance schools. Students seeking to reenter traditional schools must complete a character education program and demonstrate preparedness to reenter rather than have an evaluation by district personnel. Adds a provision that a child cannot be labeled as a potential dropout by being from a single parent family. Requires notification of parent prior to placement of student in academic intervention program. Principals must ensure the accuracy and timeliness of all school reports and provide staff training opportunities in addition to other duties. Principals who fail are ineligible for performance pay incentives.
