Adds requirements that The State Board, the State Superintendent, each county board, and each public school must include in its program of education accountability for the operation and management of the public schools: (1) establish educational goals and objectives and survey current student achievement in science and social studies; (2) implement assessment programs in reading, language, math, science, and social studies that include written responses and specifies that the assessment program must be able to provide information needed to improve public schools, inform the public, and provide timely feedback to schools and teachers; (3) implement and administer middle-school and high-school assessments annually beginning in 2014-2015 school year that measure student's mastery of core academic standards; (4) determine if assessments are truly measuring students mastery of core academic standards following 2014-2015 school year and for those that do not adequately measure, replace with a state-specific assessment by the 2016-2017 school year.
Requires that the Department survey a statewide representative sample of public schools and public school teacher annually on the amount of instructional time spent on, the availability and use of instructional resource for, and the professional development available to social studies and science instruction, as well as, the number of certified and non-certified teachers teaching social studies and science. Results are to be published on Department's website.

No action is permitted unless permission for it can be found in the Constitution; (3) The Declaration of Independence and the Constitution, with the Bill of Rights, are available for all to read today, and still apply in exactly the words they originally contained in simple English; and (4) The Constitution created a Republic, not a Democracy. The difference is that we do not directly choose our laws; we choose wise people from among us who will represent our interests, and who will honor the limitations we have put on them, to form our laws. Whatever needs our representatives may see, and whatever urges we as a people may feel from time to time, the government is only empowered to address certain listed issues. It is our duty to use prudence and understanding when we choose these representatives. Amends TCA Title 49.

(2) Develop partnerships with organizations such as nonprofit history or humanities organizations, civic organizations, libraries, and the business community to support and promote Iowa studies statewide;
(3) Establish evaluation criteria for the Iowa studies professional development plan, including teacher and student evaluation and curriculum and plan effectiveness, which may include a survey of student participation in civic activities and involvement in the election process.
(4) Develop a strategy and plan to implement the Iowa studies professional development plan and curriculum in a limited number of schools and area education agencies across the state. Specifies that participation by a school or area education agency must be voluntary, but that a school or area education agency selected to participate in the plan must agree to participate in the evaluation component conducted by the Iowa studies committee.
Establishes membership of the Iowa studies committee. Requires the committee to:
a. Conduct an evaluation of the Iowa studies professional development plan using the evaluation criteria established by the committee.
b. Submit, for school years ending on or before June 30, 2009, an annual status report on the utilization of the Iowa studies professional development plan in school districts and accredited nonpublic schools to the chairpersons and ranking members of the senate and house committees on education. This report must include the number of schools utilizing the plan.
c. Submit its findings and recommendations in a final report based upon the evaluation data to the chairpersons and ranking members of the senate and house committees on education by January 15, 2010.
