States Need to Fill in the Gaps on Expanded Learning Time: Troubling Lack of Detail Seen in No Child Left Behind Waiver Applications - This analysis finds that most of the states receiving NCLB waivers missed an opportunity to rethink how they use time in school to promote student achievement.
