Document Number: 1048 North Carolina Smart Start - Smart Start is a multi-faceted, comprehensive, public-private initiative established in 1993 by Governor Jim Hunt to help all North Carolina children enter school healthy and ready to succeed. Services include access to high-quality, affordable child care, health care and other family support services. The North Carolina Partnership for Children, a statewide public-private organization, assists local Smart Start partnerships that are active in all 100 counties. State appropriations and private matching donations are used to (a) subsidize child care for the poor, (b) increase the availability of child care, (c) improve the quality of care, (d) provide child care resource and referral services, (e) support initiatives such as T.E.A.C.H. (education and training for child care workers) and WAGE$ (wage supplements linked to training) and (f) subsidize health benefits. Evaluations have documented reductions in the turnover rate among child care staff and other improvements in quality and access.
