In 1994 New Jersey Governor Christine Todd Whitman proposed replacing the Board of Higher Education with new state-level roles and the subsequent restructuring of roles and responsibilities are described. Though Whitman's move caused a stir, little of the restructuring could be picked up and put down in other states because of New Jersey's uniqueness in higher education: a late commitment to public higher education, a reliance on private institutions and student financial aid, the emergence of county colleges.
