Achieving Access for All: A Policy Discussion Paper - Costs alone do not appear to be the main determinant of why qualified young people do not pursue higher education. Household income is one consideration for allocating financial support, but others might include parental education and occupation as there is evidence parental expectations play a role in decisions to forgo higher education. Policymakers should ensure that students understand the financial rewards that come with a degree and help parents understand college financing.
