Uneven at the Start: Differences in State Track Records Foreshadow Challenges and Opportunities for Common Core - Some states might be more successful in implementing the Common Core State Standards (CCSS) than others. Using data from the National Assessment of Educational Progress (NAEP), the paper compares states' rates of improvement from 2003 to 2011 and their relative performance in 2011. Then they are rated overall and by how subgroups did on the NAEP.
