Teacher Performance Management: Scorecard for State Policymakers - With the assertion that a high-quality teacher evaluation system provides teacher feedback and can have a significant impact on strengthening the teacher force, this tool offers a 13-question list, with three possible weighted responses to each question. The first response gets a zero, the second a one, the third two. Within minutes, questions may be answered and a score assigned. For example, to the first question: Description of an Effective Teacher. The zero response is, The state does not provide a definition or framework of teacher effectiveness as part of its evaluation, nor does it offer guidance to districts who have the ability to develop their own definition of teacher effectiveness.
