A Focused Look at Rural Schools Receiving School Improvement Grants - Rural schools that received federal School Improvement Grants reported teacher recruitment and retention and parent involvement were problematic because of the schools’ remote locations and large catchment areas. Long teacher commutes and isolated communities weren’t attractive to many prospective teachers. Lack of access to transportation and distance between schools and homes sometimes limited parent involvement in school-based activities.
