Education Grants: Promise Neighborhoods Promotes Collaboration but Needs National Evaluation Plan - To improve educational and developmental outcomes for children in distressed neighborhoods, the U.S. Department of Education developed the Promise Neighborhoods grant program. Community-based organizations were to work with local partners to implement and evaluate a cradle-to-grave continuum of services. After analysis, the GAO's recommendations for this initiative are that the U.S. Department of Education communicate grant expectations more clearly, identify federal resources that can help and devise an evaluation strategy.
