Expanding Preschool Access for Disadvantaged Children Proposal 1 - A framework for state and local governments is proposed, calling for establishment of high-quality programs in areas where preschool programs don't exist, improved quality in areas with inadequate programs, and expanded access where high-quality programs do exist. The idea is to reduce the income-based gap in school readiness between disadvantaged and higher-income preschool-aged children and to improve school outcomes for disadvantaged preschool children.
