The Evolving Charter School Movement MS Word - This is a classic. More than half of the states are now operating under some form of charter school legislation, and 1997 will probably see several more states join the charter fold. But this new type of flexibility for parents and students and or founders of charter schools is not always easy to classify. The intent of the legislation and the amount of regulation differ widely from state to state, and, as original charters come up for renewal, the door remains open for even more change.
