Beyond Finger-Pointing and Test Scores - The Cross City Campaign for Urban School Reform looked at urban interventions in Denver, Chicago, Philadelphia, Los Angeles, New York and Seattle and concluded that test scores carry too much weight in identifying low-performing schools and measuring school improvement. Judging success by test scores works at “cross-purposes” with the goal of teaching all children to high standards and diverts attention away from good instruction by devoting months to test preparation.
