Document Number: 1672 IDEA Full Funding Act of 2000 - Senate Bill 2341 would require the federal government to pay 40% of the average per-pupil expenditure for each student covered under the Individuals with Disabilities Education Act (IDEA) 1997. The Congressional Budget Office (CBO) has estimated that this piece of legislation would cost $5.7 billion in 2001 and $19.2 billion by 2010. When IDEA was reauthorized in 1997, one of the goals was for the federal government to cover 40% of all the new cost associated with the act.
