Document Number: 2584 School Facilities: Construction Expenditures Have Grown Significantly in Recent Years - The General Accounting Office (GAO) has found that local, state and federal spending for K-12 school construction increased by 39% in the 1990s to about $25 billion. Most of the increase was for the construction of buildings; spending on land and portable classrooms showed a net decline. Average annual construction expenditures per pupil ranged from $934 in Nevada to $37 in Connecticut. (U. S.
