Helping Families To Help Students: Kentucky’s Family Resource and Youth Services Centers - Once one of the most controversial provisions of the Kentucky Education Reform Act of 1990, the Family Resource and Youth Services Centers now are considered its best aspect. This report looks at the factors that have led to the remarkable success of the centers, which are intended to address nonacademic problems that interfere with children’s ability to learn. The key to their success appears to be the unusual degree of flexibility they were given to find solutions that best fit their local communities. (David R.
