Document Number: 3009 Competition in Education: A 1999 Update of School Choice in Massachusetts - Nearly 75% of the districts in Massachusetts participated in the open-enrollment program during 1998-99. This report found that the benefits of open enrollment in Massachusetts outweighed the costs. In terms of racial diversity, open enrollment had a negligible impact on sending districts, and receiving districts experienced an increase in racial diversity. Financial gains were found to be more substantial for receiving districts compared to the small financial losses of the sending districts. (Susan L.
