The Governance of the City University of New York: A System at Odds with Itself - Governance at the City University of New York is dysfunctional, according to this study by RAND. Rather than behaving as units in a system, CUNY colleges operate more as independent institutions. Battles for leadership among stakeholders and poorly defined lines of responsibility contribute to the problems facing the university.
