Guidelines for States Considering Reorganization MS Word - According to this paper, several factors are leading states to change their postsecondary education governance structures. State leaders need to be aware of these factors, and those that fail to assess them risk seriously hampering the capacity of their state and its postsecondary education system to compete. In an effort to assist state leaders in their reorganization efforts, this paper offers guidelines for states considering changes to postsecondary education governance structures. (Aims C.
