Document Number: 3341 Aiming Higher: The Next Decade of Education Reform in Maryland - Achieve, Inc. recently completed an external review of Maryland’s education reform efforts. The report finds that, unlike most states, Maryland has seen reform driven by assessments as opposed to standards, which has led to a stable, concerted reform effort. The report noted, however, that achievement gaps still exist in the state.
