First, it bases performance on the students taught in a school – for at least 91 days per year – and results are allocated across schools for students who attended different schools in different grades. Second, the system holds schools accountable for absolute performance, for improvement from one two-year measurement cycle to the next, and for how well they improve the performance of low-performing students.
