Congressional Testimony, Individuals with Disabilities Education Act Oversight PDF - In testimony to the Committee on Senate Health, Education, Labor and Pensions, New York State Education Department Deputy Commissioner Lawrence C. Gloeckler examined the progress of special education efforts and initiatives in the state since a reform agenda was adopted in 1995. Far more students with disabilities are being educated with their nondisabled peers, and these students show much better results on state assessments than those students who are placed in special classes all day.
