Reflections on Postsecondary Governance Changes MS Word - "Oldie but goodie." The last 25 years of the 20th century witnessed fundamental changes in state postsecondary education structures. This paper examines the factors that are driving these changes and the policy issues that appeared consistently in the debates about governance throughout this period. It also discusses the significant changes in state-level postsecondary education governance structures that occurred between 1997 and 2002, and explores the characteristics of states that are engaged in policy leadership for the public interest as well as the characteristics of states that remain mired in the policies and regulatory practices of the past.
