State Spending for Higher Education: Prospects for Funding Higher Education - This 1999 report accurately predicts the challenges states will face in the first decade of the 21st century. According to author Harold Hovey, many states will find it impossible to maintain current public services within existing tax structures, and continuing support for other services will place enormous pressure on higher education budgets. Indeed, he foretold that colleges and universities ignoring past trends will be unprepared for the economic downturn. If higher education does disproportionately well in times of prosperity, it suffers disproportionately in times of economic recession. (Harold A. Hovey.
