California's Teaching Force: Key Issues and Trends 2002 - This report on teacher quality in California finds that, in the 2001-02 school year, almost 42,000 teachers were underprepared in the state. According to this report, teachers who have not completed a teacher preparation program and do not have a preliminary credential issued by the state represent about one in seven of all public school teachers in California.
