Complexity, Accountability and School Improvement - This article presents some of the problems inherent in traditional rewards-and-sanctions school accountability policies, drawing examples from the Chicago "bureaucratic accountability" system. The author introduces the strengths and limitations of "professional accountability," which balances teacher skill issues with attention to student performance, and provides information on Baltimore's use of a hybrid of accountability models in its lowest-performing schools.
