Document Number: 4737 Numbers of Formal Disputes Are Generally Low and States Are Using Mediation and Other Strategies To Resolve Conflicts - Using national data and site visits to state and local education agencies in California, Massachusetts, Ohio and Texas, this report finds that formal dispute resolution activity is low among parents who disagree over their student's special education needs.
