Document Number: 4913 Baselines for Assessment of Choice Programs - According to the authors of this report, the performance of choice programs should be compared to the real performance of the current public education system, as opposed to its idealized performance. The authors establish baselines for the actual performance of the current system on a variety of dimensions – racially isolated schools, dollar and human resource inequities, allocation of opportunity-limiting programs and misallocation of opportunity-expanding programs.
