Improving Teaching and Learning by Improving School Leadership - According to this issue brief, states can take steps to improve their system of preparing and developing principals. Governors and other state policymakers should focus on three key areas – licensure, preparation and professional development. The author also finds that three primary methods of leading result in increased student learning: (1) the principal as an entrepeneur, (2) the principal as an organizer and (3) the principal as an instructional leader.
