Improving Teaching and Learning by Improving School Leadership - According to this issue brief, states can take steps to improve their system of preparing and developing principals. Governors and other state policymakers should focus on three key areas licensure, preparation and professional development. The author also finds that three primary methods of leading result in increased student learning: (1) the principal as an entrepeneur, (2) the principal as an organizer and (3) the principal as an instructional leader.
